The City of Portland, Texas will receive bids for Hunt Airport Drainage & Outfall Improvements GLO Contract No.20-065-129-C440 until 10:00 AM on May 9, 2024. at the City of Portland City Hall. The bids will be publicly opened and read aloud at the PORTLAND CITY HALL on May 9, 2024, at 10:00 AM at City of Portland, City Hall 1900 Billy G. Webb Dr., Portland, Texas 78374.
The project consists of drainage improvements including the excavation of a major outfall channel, concrete box culvert placement for road crossings at SH 893 and Hunt Roads with headwalls/wingwalls, placement of a concrete stormwater management structure near the outfall, placement of large rock rip-rap, placement of tied concrete block, pavement repair, traffic control, stormwater pollution prevention plan, and minor utility adjustments.
Bid and Contract documents, including Drawings and Technical Specifications are on file and available for inspection at the City of Portland City Hall, 1900 Billy G. Webb Dr., Portland, Texas 78374. A pre-bid conference will be held on April 12, 2024 at 10:00 AM at the Portland City Hall, 1900 Billy G. Webb Dr., Portland, Texas 78374. The pre-bid conference is not mandatory.

A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to City of Portland or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond.
The project to be constructed will be financed with assistance from the General Land Office (GLO) under the U.S. Department of Housing and Urban Development Community Development Block Grant – Disaster Recovery (CDBG-DR) program and is subject to all applicable Federal and State laws and regulations. Attention is called to the fact that not less than, the federally determined prevailing Davis-Bacon and Related Acts wage rate, as issued by the Department of Labor and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity, or national origin.
All contractors and subcontractors must be cleared (not suspended or debarred) prior to any formal action authorizing the award of a contract to the contractor.
