REQUEST FOR QUALIFICATIONS
The City of Seguin is seeking Statements of Qualification from highly qualified firms interested in
providing professional services to perform the necessary evaluation, design, and related functions
required for development of notices, plans, and specifications for improvements necessary to establish a
Quiet Zone for Seguin per Federal Railroad Administration at all existing railroad crossings in the City of
Seguin.
Sealed Statements of Qualification addressed to the City Secretary of the City of Seguin, Texas will be
received at the Seguin City Hall, 205 North River Street, Seguin, Texas until 3:00 p.m. (CDST), Tuesday,
January 9, 2024. At 3:00 p.m. the name of all firms submitting a response will be read publicly, but no
contents of the response will be disclosed. Any response received after closing time will not be
considered.
Responses should be submitted to the Office of the City Secretary, City of Seguin, 205 N. River, Seguin,
Texas 78155 clearly marked:

1. GENERAL INFORMATION
The City of Seguin (City) is soliciting statements of qualifications (SOQ) from qualified firms for professional
services to perform the necessary evaluation, design, and related functions required for development of plans and
specifications for establishing a Quiet Zone per Federal Railroad Administration guidelines at 7 existing railroad
crossings in the City of Seguin.
1.A. Background
The City of Seguin wishes to implement a Quiet Zone in the area within a railroad section between the railroad
crossings at Rudeloff Road and Heideke Street. The City of Seguin has performed preliminary estimates and
evaluations via the Quiet Zone Calculator to ensure the Quiet Zone can be established by improving the
existing railroad crossings. Per Federal Railroad Administration (FRA) guidelines Supplementary Safety
Measures (SSMs) or Alternative Safety Measures (ASMs) must be implemented and evaluated to meet the
required criteria.
1.B. Scope of Work
The City of Seguin is issuing this request for qualifications (RFQ) to obtain qualified professional services
related to perform the necessary notifications, evaluation, design, and related functions required for
development of plans and specifications for improvements necessary for establishment of a railroad Quiet
Zone for 7 existing at grade railroad crossings in the City. Preliminary meeting with staff; Diagnostic Review
Team (DRT) Meeting; The design for proposed improvements to include Supplemental Safety Measures
(SSMs); Notice of Intent (NOI) with design plans submitted to required agencies, as well as outlining the
method of conducting such a project permitting; Oversee Complete Safety Improvement Construction,
Inspection and Notice of Establishment (NOE) with application and as-built plans submitted to required
agencies. The engineering services shall also allow for submission for federal and state funding opportunities
(if necessary).
1.C. Quantity
The City anticipates awarding a contract to one (1) firm to perform the necessary evaluation, design, and
related functions required for development of plans and specifications for establishing of railroad crossing
improvements necessary to meet Quiet Zone guidelines per Federal Railroad Administration.
1.D. Regulations
All work must be performed in compliance with all applicable city, state, and federal laws and regulations.

City of Seguin issues this Request for Qualifications (RFQ) and the Purchasing Manager is the sole
point of contact during the solicitation and selection process.
