TO: POTENTIAL BIDDERS
The City of Charlottesville requests a bid for the work described in the “Project Description” & “Scope of Service” sections provided
below. This solicitation is subject to the provisions of the City of Charlottesville’s Instructions to Bidders, General Terms and
Conditions for Construction Contracts and any other Special Terms and Conditions provided with the Bid Documents. The City will
assume no responsibility for oral instruction, suggestion, or interpretation; any question regarding the bid documents shall be directed
to the Construction Manager in writing, and any material change will be submitted to all bidders in the form of a Bid Addenda.
Award shall be based on a determination of the lowest, responsive, responsible bidder.

Project Description:
• Removal and replacement of rooftop package Chiller, including associated wiring changes, associated piping changes,
and alterations of structural supports.
• Removal and replacement of Chilled Water Pumps including associated wiring changes and associated piping changes.
• Removal of motor starters and installation of Variable Frequency Drive’s (VFD’s) and associated wiring changes
related to Chilled Water Pumps.
• Installation of Buffer Tank, Backflow Preventer, Pressure Reducing Valve, and Chemical Sock Filter Feeder related to
Chilled Water System.
• Removal and replacement of Building Automation System controllers, wiring and web graphics related to Chiller and
Chilled Water Pumps.
• Removal and replacement of Electrical Breaker Panel related to Chilled Water Pumps.
• Removal of motor starter and associated wiring related to mechanical room Exhaust Fan.
• Partial removal of concrete pad in mechanical room.
Scope of Service:
The Contractor is to provide all supervision, equipment, labor, and materials necessary to complete the work as described above and per
the plans and specs.
Bid Documents, Plans and Specifications: will be available on, December 20, 2023 online at: www.charlottesville.gov/purchasing.
Pre-Bid Meeting: A pre-bid meeting has been scheduled for Wednesday, January 10, 2024, at 10:00 AM in the lower alleyway
between City Hall and Market Street Parking Garage.

Bidders not attending the pre-bid conference shall acknowledge on the bid form that they have or have not visited and inspected the site.
Site visits may be coordinated in advance by contacting the Project Manager.
Sealed Bids will be received prior to 2:00 PM local prevailing time on January 31, 2024.
Bids will be opened in the Facilities Maintenance Office.
Sealed Bids are to be submitted to the address below via courier, parcel service (e.g. UPS or Fedex), mail, or in person.
