I. PURPOSE: The City of Charlottesville (City) is seeking quotes from qualified and experienced bidders to establish
an agreement for the purchase of on-site, instructor-led, Commercial Driver’s License (CDL) Class A training courses
(theory and road) to City employees to obtain a Class A CDL License as required by Title 49, part 380 of the Code of
Federal Regulations (CFR), including Entry Level Driver Training, for the Utilities, Public Works, and Parks and
Recreation Departments on an as needed basis.
II. COMPETITION INTENDED: It is the City’s intent that this Request for Quotation (RFQ) permits competition. It
shall be the bidder’s responsibility to advise the Purchasing Agent in writing if any language requirement,
specification, etc. or any combination thereof, inadvertently restricts or limits the requirements stated in this RFQ to
a single source. Such notification must be received by the Purchasing Agent not later than five (5) days prior to the
date set for bids to close.
III. MINORITY BUSINESS PROGRAM: As part of the City of Charlottesville’s Minority Business Program, the City
of Charlottesville encourages the participation of small, women, minority, veteran and micro-owned businesses
(SWaM-O) in the City’s procurement transactions. In order to support and build up the capacity of SWaM-O
businesses, City Council and staff have taken steps to push forward policy changes and initiatives to help reduce
barriers to doing business with the City. To find out more about the current City of Charlottesville initiatives and

IV. SCOPE OF WORK/DESCRIPTION OF ITEM:
The contractor shall furnish all labor, supervision, equipment, tools, parts and materials, as necessary, to provide a
CDL Class A License Training Course per the Code of Federal Regulations requirements for Entry Level Driver
Training. Additional endorsements may include Hazmat and Tanker. The City would prefer that training courses be
completed in one work week.
A. CONTRACTOR’S PERSONNEL
The Contractor shall enforce strict discipline and good order among workers performing services under this
contract. All field employees shall be neat, clean and in proper uniform. The Contractor must furnish employees
with an appropriate uniform identifying them as employees of the Contractor that shall be worn while on duty.
Contractors to wear name tags, visible at all times. Tags to be provided by Contractor and provide the following
information: Contractor’s name, individual’s name, photo and contact information. The City may, in writing,
require the contractor to remove from the performance of the Services any employee the City deems to be
incompetent, careless, or otherwise objectionable, and the Contractor shall immediately comply with any such
reasonable demand. Both the Contractor and the City will be required to comply with applicable Federal, State
and Industry personnel practices.
No subcontracting of the work under this contract will be allowed without written permission from the City.
B. DEFINITIONS:
1. Behind-the-wheel (BTW) instructor – an individual who provides BTW training involving the actual operation
of a commercial motor vehicle (CMV) by an entry-level driver on a range or a public road and meets
requirements of 49 CFR Part 380.
2. Behind-the-wheel (BTW) public road training – training provided by a BTW instructor when an entry-level
driver has actual control of the power unit during a driving lesson conducted on a public road. BTW public
road training does not include the time that an entry-level driver spends observing the operation of a CMV
when he or she is not in control of the vehicle.
3. Behind-the-wheel (BTW) range training – training provided by a BTW instructor when an entry-level driver
has actual control of the power unit during a driving lesson conducted on a range. BTW range training does
not include time an entry-level driver spends observing the operation of a CMV when he or she is not in control
of the vehicle.
4. Entry-level driver – an individual who must complete the CDL skills test requirements under § 383.71 of this
subchapter prior to receiving a CDL for the first time, upgrading to a Class A or Class B CDL, or obtaining a
hazardous materials, passenger, or school bus endorsement for the first time. This definition does not include
individuals for whom States waive the CDL skills test under § 383.77 or individuals seeking to remove a
restriction in accordance with § 383.135(b)(7) of this subchapter.
5. Entry-level Driver Training (ELDT) – training an entry-level driver receives from an entity listed on FMCSA’s
Training Provider Registry prior to:
a. Taking CDL skills test required to receive the Class A or Class B CDL for the first time;

b. Taking the CDL skills test required to upgrade to a Class A or Class B CDL; or
c. Taking the CDL skills test required to obtain a passenger and/or school endorsement for the first time
or the CDL knowledge test required to obtain a hazardous materials endorsement for the first time.
6. Exempt drivers – drivers issued a Class A CDL, Class B CDL, or a passenger (P), school bus (S), or hazardous
materials (H) endorsement before February 7, 2022 are not required to comply with ELDT requirements
pertaining to that CDL or endorsement.
7. Theory instruction – knowledge instruction on the operation of a CMV and related matters provided by a
theory instructor through lectures, demonstrations, audio-visual presentations, computer-based instruction,
driving simulation devices, online training, or similar means.
8. Theory instructor – an individual who provides knowledge instruction on the operation of a CMV and meets
one of these qualifications:
a. Holds a CDL of the same (or higher) class and with all endorsements necessary to operate the CMV
for which training is to be provided and has at least 2 years of experience driving a CMV requiring a
CDL of the same (or higher) class and/or the same endorsement and meets all applicable State
qualification requirements for CMV instructors; or
b. Holds a CDL of the same (or higher) class and with all endorsements necessary to operate the CMV
for which training is to be provided and has at least 2 years of experience as a BTW CMV instructor
and meets all applicable State qualification requirements for CMV instructors.
C. QUALIFICATIONS AND EXPERIENCE: The Contractor shall:
1. Have a minimum of (2) years of experience as a Federal Motor Carrier Safety Administration (FMCSA)
approved Commercial Driver’s License training provider within the last five years.
2. Have and operate at a full-time, permanent business address with the ability to be reached by email and
telephone from 8:00am – 5:00pm, Monday- Friday.
3. Provide proof of company’s qualifications and listing on the Federal Entry Level Driver Training Provider
Registry.
D. CERTIFICATION AND LICENSING: All of the Contractor’s training personnel shall meet the requirements
outlined in the Federal Motor Carrier Safety Administration (FMCSA) Training Provider Registry, including, but
not limited to:
1. Both theory and behind-the-wheel instruction must cover all topics outlined in Title 49 CFR Part 380,
appendices A through E, as applicable.
2. Classroom and range facilities must comply with all applicable Federal, State and Local Requirements. The
City will provide the classroom and range facilities.
3. Theory and behind-the-wheel instructors must meet the definitions in Title 49 CFR Part 380.605.
4. Training providers must comply with applicable laws and regulations of the State of Virginia.
E. CONTRACTOR RESPONSIBILITIES: The Contractor shall:
1. Coordinate courses with a single point of contact for each of the City of Charlottesville Departments listed,
unless otherwise requested by the department.
2. Provide all training materials, instructors, proctors, and sample materials needed to instruct and prepare City
employees to pass a commercial motor vehicle skill test as required to obtain a Class A CDL License and
optional endorsements. The City desires, but will not require, that the training materials and training be offered
in Spanish as well as English.
3. Provide the City of Charlottesville with copies of training records, including but not limited to:
a. Daily sign-in sheets, for all of the City participants in attendance.

b. Examination results.
c. Certificate of successful completion of ELDT training.
4. Provide a combination of classroom and hands on commercial motor vehicle training with practice testing.
The course content must meet requirements of 49 CFR Part 380 for entry-level drivers to meet the FMCSA
ELDT requirements and to qualify drivers for the Virginia Department of Motor Vehicles CDL road test.
5. Submit a new instructors’ credentials for review and acceptance to the City of Charlottesville primary points
of contact. The new instructor shall be on the Contractor’s list of instructors a minimum of 15 days prior to a
scheduled training where they are the lead instructor.
6. Use written assessments to determine driver-trainees’ proficiency in the knowledge objective in the theory
portion of each unit of instruction in appendices A through E of 49 CFR Part 380, as applicable.
7. Evaluate and document a driver-trainee’s proficiency in behind-the-wheel skills in accordance with the
curricula in appendices A through D of 49 CFR Part 380, as applicable.
8. Transmit all required training certification through the Training Provider Registry website by midnight of the
second business day after trainee completes the training.
F. CITY RESPONSIBILITIES: The City will provide the following:
1. Provide training room location.
2. Provide City-owned vehicles for training.
3. Provide closed course driving area for training.
4. Work with City employees to ensure all requirements, including a valid Virginia commercial driver’s learner’s
permit are completed prior to first day of training.
5. Work with the Contractor(s) a minimum of four (4) weeks prior to the scheduled training dates to provide the
following information:
a. Requested training dates.
b. The number and names of employees participating in the training.
c. Verification of participants’ CDL Learner’s Permits.
d. The City will notify the Contractor of any cancellations at least 24 hours prior to services being
rendered.
G. WORK SCHEDULE: Regular work hours are 7:00 a.m. to 3:30 p.m. The regular work week is Monday through
Friday and the Contractor shall not work on any observed City holiday without prior approval of the City. City
holidays include:

If the Contractor desires to work outside the regular hours or on holidays, it shall notify the Utilities Director, or her
Designee, within 48 hours in advance to allow arrangements to be made for proper inspection; provided,
however, no work shall be performed on Sunday. The workday shall not extend beyond sunset. The City, at its sole
discretion, may change the work week from five (5) eight (8) hour days (plus overtime) to four (4) ten (10) hour
days (plus overtime) during the months of June through August.
