Description:

The intent of this Request for Qualifications (RFQ) is to identify the most qualified design-build teams with successful experience in the design, permitting and construction of marinas and supporting infrastructure site improvements with expedited timelines due to site logistical constraints, coordination of multiple infrastructure additions and site utility upgrades This project will employ the design-build procurement process to encourage a creative, problem-solving approach through interactive efforts of an experienced, highly motivated Design-Build Team. The design-build process will foster a cooperative owner-designer-contractor effort to identify potential value enhancement concepts throughout the design and construction process.

Design-build teams identified as most qualified (shortlisted) will be issued a Request for Proposal (RFP) at the conclusion of the RFQ selection process and requested to provide a fixed price cost proposal and project schedule. The fixed price cost proposal and schedule will be utilized to determine the design-build team that provides the best value for James City County (JCC). Please refer to RFQ Section – Contents of the Statement of Qualifications (SOQ).

ELECTRONIC SUBMISSION OF PROPOSALS
James City County will now only accept electronic copies of the requested qualifications
(referred to as “bid” on Demand Star).
To maintain the integrity of the sealed request for qualifications process, vendors must sign up
and register with Demand Star (See Attachment 2 Instructions) prior to the due date and time
specified in the RFQ documents, including any addenda issued, in order to submit their
qualifications.
The electronic date/time stamp on the RFQ attachment when submitted through Demand Star
is considered the delivered date and time. James City County personnel will not be able to
access the electronic lockbox until after the due date and time specified in the RFQ, as
amended.
Do not send routine correspondence to Demand Star, only the RFQ files. Do not send hard copies
of the RFQ to the Purchasing Office. RFQ should not include marketing or sales literature, white
papers, or other superfluous materials not directly related to the requirements of this RFQ.
Request for Qualifications faxed, hand delivered, or emailed submissions are not allowed.
All information requested must be submitted. Failure to submit all information requested may
result in the Purchasing Office requiring prompt submission of missing information, giving a
lower evaluation of the RFQ, and/or or a determination of non-Responsiveness.
RFQ documents can be found on the James City County website, only those RFQ documents
published on the James City County website are considered official RFQ documents. To access the
RFQ documents, including any Addenda, and submit a RFQ, follow the below steps:
1. Navigate to the James City County webpage for Bids and Proposals:
http://www.jamescitycountyva.gov/467/Bids-Requests-For-Proposals. From there,
select the “Request for Proposal” Tab from the left menu, then navigate to the
specific RFP by title. You will be directed to the specific webpage for this
solicitation, where you can find the RFP and any Addenda posted.
2. To readily access/receive updates on this solicitation, book mark the James City
County website page for Active Bids/Request for Proposals, and check back
periodically to view active listings, or sign up for the “Notify Me” feature on
the County website. You will receive notification via email/text when
bids/proposals, addendums, and awards are posted.
3. Consultants must register for Demand Star in order to submit a Bid (see
instructions in Attachment 2). It is recommended that Vendors register for
Demand Star well in advance of the RFQ due date to ensure they have
access. When a Vendor is ready to submit their RFQ, they must log into
Demand Star and locate the RFP page (see Attachment 2). They must enter all
requested Vendor information (insert a bid amount of $0) and upload their
proposal document. It is recommended that Vendors begin the Proposal
submission/upload process well in advance of the deadline to ensure the

Proposal is received. No late proposals will be accepted, and technical
difficulties on the part of the Vendor will not be considered an excuse to accept
a late proposal.
4. Forms requiring signature may be electronically signed/scanned before
uploading to Demand Star.
Request for Qualifications required forms, and any Attachments shall be
received via Demand Star no later than 2:00 P.M. February 27, 2024.
Responses received after this time will not be considered.
Justification for Design-Build procurement method:
Competitive sealed bidding is not practical or fiscally advantageous for obtaining construction
services for a project with an expedited timeline due to funding requirements, site logistical
constraints, coordination of multiple infrastructure additions and site utility upgrades. More
information than total base bid and a prospective bidder’s responsibility and responsiveness
needs to be considered in order to obtain the best value and best vendor/product match for JCC
and its customers. A design-build RFP with criteria assessing items such as vendor experience,
proposed methodology, and cost should be used in making the award decision and is more
advantageous for JCC because the process allows detailed review and consideration of more of
the factors that will contribute to a successful job such as design expertise, construction ability
and team structure that promotes a collaborative project approach and expedited project
completion. The design-build RFP process will allow the process to incorporate these criteria.
The best value will be obtained from a contractor with proven experience who can develop a
design, receive timely feedback from JCC and promptly execute the construction. Professional
engineering, legal and purchasing staff researched possible procurement methods that will best
meet JCC’s needs. The design-build RFP process will benefit JCC because incorporating the
design and build responsibilities with one vendor will promote efficient owner/contractor
relations to deliver a quality product in a shorter time period than the traditional design/bid/build
process.
In compliance with this Request for Qualifications and subject to all the conditions thereof,
the undersigned offers to furnish the goods/services requested and certifies he/she has read,
understands, and agrees to all terms, conditions and requirements of this proposal and is
authorized to contract on behalf of the firm named below. By my signature on this
solicitation, I certify that this firm/individual is properly licensed for providing the
goods/services specified.

and that it is made without connection with other persons submitting a proposal on the same scope
