Description:

The intent of this Request for Qualifications (RFQ) is to identify the most qualified firms with successful experience in construction of office/administrative facilities similar in size and scope to the project described in the solicitation.

This project will employ the Construction Manager at Risk delivery method to provide new construction of James City County’s General Services Headquarters Building. The new Headquarters building will include Administration, Capital Projects, Environmental Sustainability, Facilities, Grounds, Recycling and remote spaces for Stormwater and Resource Protection. The Facility should be designed and constructed to accommodate a 25-year future Departmental growth for staffing and support space needs.

This new facility will be a two-story Class-A office space with maintenance/equipment bays constructed to approximately 50,000 square feet. The new building and site shall be constructed to United States Green Building Council (USGBC) LEED Silver Certification

Site Information: The project site is located at 4900 Stadium Road within the Warhill Sports Complex parcel.

1. DEFINITION OF TERMS
The definitions of some of the capitalized terms used in this RFQ are presented below. For a full list of
terms pertaining to this project, see General Conditions of the Construction Manager at Risk Contract in
Attachment C.
Architect, Engineer, Architect/Engineer or A/E: The Virginia licensed Architect or Engineer that
contracts with the Owner to provide the A/E Services for the Project. The A/E is a separate contractor
and not an agent of the Owner. The term includes any subcontractors, associates, or consultants
employed by the A/E to assist in providing the A/E services.
Construction Manager or CM or CMAR: The Person or entity with whom the Owner enters into a
Contract for the Work. The CM is “at risk” for providing the Work within the GMP. The Construction
Manager is also at times called the Contractor in the Contract Documents and the Virginia Public
Procurement Act.
Contract: The written agreement between the JCC and CM Contractor concerning the performance
of the Work and consisting of the Contract Documents.
Offeror: Interested party responding to this solicitation.
Key Personnel: The individuals employed by CM who would fill certain key roles in delivery of the
Project and related services by the Design-Builder, including the following positions: Project Manager,
Superintendent, and Pre-Construction Manager.

2. PURPOSE
The purpose and intent of this Request for Qualifications (RFQ) is to identify the most qualified firms with
successful experience in construction of office/administrative facilities similar in size and scope to the new
General Services Headquarters Building project described herein. This project will employ the Construction
Manager at Risk delivery method.
3. COMPETITION INTENDED
It is the James City County (JCC) intent that this Request for Qualifications (RFQ) permit
competition. It shall be the offeror's responsibility to advise the Purchasing Director in writing if any
language, requirement, specification, etc., or any combination thereof, inadvertently restricts or
limits the requirements stated in this RFQ to a single source. The Purchasing Director must receive
such notification no later than five (5) business days after solicitation release date.
4. JUSTIFICATION FOR CM AT RISK DELIVERY METHOD:
The Construction Manager at Risk delivery method was selected as the best approach for this project.
This method provided the most opportunity for collaboration during the design process with a Contractor
on the project team early in the design process, the best method to keep the project in budget while
concurrently reviewing designs for constructability, material and equipment availability, allows the
design team to work directly for James City County in lieu of the Contractor, and could shorten the
project completion timeline over a Design-Bid-Build delivery method (DBB). Also, the estimated
project cost exceeds the minimum threshold set by the Commonwealth of Virginia for use of the
Construction Manager at Risk delivery method.
5. PROJECT DESCRIPTION
James City County is a place of special significance, rich in history, and takes pride in our citizens’
needs and those that visit our community. Today, James City County is home to over 81,000 residents
and is 144.1 square miles in size.
The James City County General Services Department is responsible for building, maintaining and
operating County facilities, grounds and programs in a manner that is efficient, environmentally sound,
and responsive to the needs of our internal and community-based customers. The General Services (GS)
Department encompasses Administration, Capital Projects, Environmental Sustainability, Facilities,
Fleet, Grounds, Recycling and Solid Waste and the Stormwater and Resource Protection divisions. There
are approximately 120 employees within the Department. As the population in the County grows, the
facilities needed to operate and maintain the grounds and facilities necessitate a new headquarters
building to accommodate staff and corresponding support space.
James City County is seeking a Construction Manager at Risk to provide new construction of James City
County’s General Services Headquarters Building. The new Headquarters building will include
Administration, Capital Projects, Environmental Sustainability, Facilities, Grounds, Recycling and

6. OVERVIEW OF CM SCOPE OF SERVICES
The following represents a basic overview of the services the CM Contractor will be expected to provide
during Pre-Construction and Construction Phases of the CM contract. A more detailed and comprehensive
description of the Scope of Services will be presented in the RFP to short-listed Offerors.
6.1 Pre-Construction Services
Cost Studies: The CM shall provide cost studies after each of the design phases (schematic phase,
design development phase, and the construction documents or “working documents” phase. The CM
will work closely with the A/E and Owner to understand the design and project and will provide
detailed cost estimates for work items, pricing alternative design options, value engineering options.
Constructability Reviews: The CM shall work with the Owner and the A/E to review the Project
Plans, Drawings and Specifications to identify the feasibility and practicality of constructing the
elements depicted therein relative to any Site constraints, required tolerances, Owner’s Total
Construction Budget, cost of construction of each element, general availability of specified materials
and equipment, and factors that may affect construction means and methods.
Staging and Logistics Review: The CM shall work with the Owner and the A/E to establish the
limits of construction, routes for deliveries, staging areas, parking areas for construction personnel,
working hours, and any other items that affect the areas adjacent to the Project Site so as to limit the
impact of construction activities to adjacent areas or operations while minimizing Project costs given
the Site constraints.
Cash Flow Forecasts: The CM may be asked to provide, at the Owner’s request, forecasts of
anticipated billings for the Project. Such forecasts are for planning purposes only and shall not
in any way dictate the actual billings or payments made during construction.
Scheduling: Immediately following CM selection, the CM shall develop and submit a CPM
schedule including both Part 1, Preconstruction, and Part 2, Construction Work. The CM shall
consult the A/E, Owner, governing entities, and other Project stakeholders to understand all
Project activities, scheduling requirements and constraints, and projected timelines. At a
minimum, the CM shall thereafter update this CPM schedule monthly. The CPM schedule and
each update shall include, at a minimum, activities for: developing drawings and specifications
for the various stages of design, the CM’s Cost Study activities, preliminary Project construction
activities, permitting and other regulatory reviews, the value engineering and system analysis
activities, key Owner and Project team decision dates, and Project milestones.
System Analysis: The CM shall evaluate major systems and make pre-design recommendations to
the Owner and A/E on which systems are most cost-effective.
Progress Document Reviews: Throughout the entire design process, the CM shall make
periodic reviews of the drawings and promptly advise the A/E and Owner on design decisions or
elements that do not fit within the Owner’s Total Construction Budget or schedule. These
reviews should be performed as required by the Project demands but no less than monthly.
Subcontractor Involvement and Prequalification: The CM shall solicit Subcontractor interest
in the Project and prequalify interested and qualified trade contractors for the Part 2
Construction Work. Pre-qualification criteria shall include experience, past performance,
financial capability, technical capability, and quality capability. If the Owner or A/E has an
interest in including specific subcontractors, they shall be solicited and prequalified on the same
basis as other subcontractors. The CM shall procure the subcontracted work by publicly
advertised, competitive sealed bidding to the maximum extent practicable.
