INVITATION TO BID

Notice is hereby given that the City of Kent, Washington, will receive sealed bids at the City Clerk’s office through May 2, 2024 up to 11:00 a.m. as shown on the clock on the east wall of the City Clerk’s Office on the first floor of City Hall, 220 4th Avenue South, Kent, Washington. All bids must be properly marked and sealed in accordance with this “Invitation to Bid.” Bids must be delivered and received at the City Clerk’s office by the above-stated time, regardless of delivery method, including U.S. Mail. All bids will be opened and read publicly aloud immediately following 11:00 a.m. for the City of Kent project named as follows:

School Zone Flashers Project Number: 23-3009 Bid Documents

The City Clerk will read the bids out loud from the Clerk’s office. Individuals can stand in the lobby outside the Clerk’s office during the bid opening to hear the bid results.

The project consists of supply and installation of school zone flashing beacon systems (14) citywide, located near the following schools:

  • Sunnycrest Elementary School
  • Star Lake Elementary School
  • Park Orchard Elementary School
  • Sunrise Elementary School
  • Millennium Elementary School
  • Kent Elementary School
  • Neely O’Brien Elementary School

The lead time to order and procure the school zone flashing beacon systems and all related appurtenances is anticipated to take several months. The contractor shall order the required equipment as soon as possible and plan their schedule and construction procedures accordingly to ensure that construction is complete within the project’s allowable working days as identified in the project contract documents. Ordering of school zone flashing beacon systems shall include all work necessary for the manufacturer to determine the correct solar panel for use and orientation of the solar panels on all solar powered beacons. No additional compensation will be granted to the contractor for a potential delay in delivering these items.

The Engineer’s estimate for this project is approximately $300,000. Bid documents may be obtained by contacting City of Kent Engineering Department, Karin Bayes at 253-856-5657. For technical questions, please call Chris Wadsworth at 253-856-5580.

Bids must be clearly marked “Bid” with the name of the project on the outside of the envelope, addressed to the City Clerk, 220 4th Avenue South, Kent, WA 98032-5895. Only sealed bids will be accepted. No facsimiles or electronic submittals will be considered.

Each bid shall be in accordance with the plans and specifications and other contract documents now on file in the office of the City Engineer, City of Kent, Washington. Plans and specifications can also be downloaded at no charge at https://www.kentwa.gov/pay-and-apply/bids-procurement-rfps . Copies of the WSDOT Standard Specifications are available for perusal only.

A cashier’s check, cash or surety bond in the amount of 5% of the bid must be included with the bid.

The City of Kent reserves the right to reject any and all bids on any or all schedules or alternates or to waive any informalities in the bidding and shall determine which bid or bidders is the most responsive, satisfactory and responsible bidder and shall be the sole judge thereof. Note: The award of the contract will not occur until the City of Kent has reviewed all bids for responsiveness and responsibility determinations and the Kent City Council has formally awarded the contract.

No plea of mistake in the bid shall be available to the bidder for the recovery of his/her deposit or as a defense to any action based upon the neglect or refusal to execute a contract.

Bidders must submit with their initial bid a signed statement as to whether they have previously performed work subject to the President’s Executive Order No. 11246.

The Safe Routes to School - School Zone Flashers project is supported with funding from Washington’s Climate Commitment Act. The CCA supports Washington’s climate action efforts by putting cap-and-invest dollars to work reducing climate pollution, creating jobs, and improving public health. Information about the CCA is available at www.climate.wa.gov.

The City of Kent, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

No bidder may withdraw his/her bid for a period of sixty (60) days after the day of bid opening.
