The City of Redmond, Washington (the “City”), requests interested parties to submit proposals for the
above-referenced Request for Proposals (RFP).
Background
The City of Redmond, WA, is a suburb of Seattle and a hub for residential and employment growth due to
its strong technology business sector. The City encompasses an area of over 17 square miles and is located
less than 20 miles east of downtown Seattle. The City has three urban growth centers in Downtown,
Overlake, and Marymoor, which are expected to grow significantly in the next 20 years. Today, the City has
about 81000 residents and 95,000 jobs, and by 2030, it is expected to have 78,000 residents and 119,000
jobs. The City is interested in contracting with qualified firms to provide comprehensive promotional
examination services for the Fire department. This RFP outlines the requirements and expectations for the
design, development, and administration of promotional examinations of a variety of roles, including but
not limited to Battalion Chief, Captain, Lieutenant, Drive/Engineer, Medical Services Administrator
(Battalion Chief), and Medical Services Officer (Captain) with a focus on adherence to technical,
professional, and city and state Civil Service guidelines. The City of Redmond Civil Services requires an
objective measurement of candidate skills in promotional examinations. Consistent promotional evaluations
increase employee participation and satisfaction with the results. A fair process, administered by a third
party, has resulted in increased confidence in the Fire department workforce with a decrease in evaluation
protests and appeals to the Civil Service Commission.

Scope of Work
A. Examination Design and Development
Compliance with Guidelines: The CONSULTANT must adhere to established guidelines and
examination best practices, including the Standards for Educational and Psychological Testing,
Uniform Guidelines on Employee Selection Procedures, and the Principles for the Validation and Use
of Personnel Selection Procedures.
Examination Types: Promotional examinations will encompass written exams, assessment center
exercises, or a combination thereof, including presentations, role-playing, and simulations.
Content Development: With guidance from the Fire Department’s subject matter experts and
leadership, the CONSULTANT will be responsible for defining the content areas, designing the
examination process, and creating test items/questions.
Assessor: The CONSULTANT will provide all assessors/raters. The Fire department is seeking a
diverse range of assessors that match the department's current demographics and goals for a
diverse and inclusive workforce.
Additional Assessor Qualifications: Assessors must hold the equivalent or higher rank than the
positions being examined. They must also be trained to recognize and mitigate personal biases in
hiring and evaluations.
Compliance with Governing Laws and Regulations: All examinations must align with the following.
o Redmond Municipal Code 4.20, Civil Service Commission
o City of Redmond Civil Service Rules, ed. 2021
o Revised Code of Washington, 41.08 Civil Service for City Firefighters
o Redmond Fire Department Standard Operating Guidelines, Personnel - 021
B. Examination Administration
Scheduling and Logistics: The CONSULTANT will manage the timeline and logistical aspects of
examination administration.
Security and Confidentiality: Stringent security measures must be in place to protect examination
integrity and confidentiality.
Accessibility: Examinations must be accessible to all candidates, including those with disabilities and
those where English is not their first language.

Candidate Orientation: Prior to the administration of each assessment process, the CONSULTANT
will provide the candidates with written orientation material that emphasizes the job performance
dimensions, expected candidate behavior, and the types of exercises to be included as part of the
assessment process.
Travel and Planning: The contractor will cover travel expenses and pre-promotional examination
planning.
IV. Evaluation and Reporting
Scoring and Results: The CONSULTANT will be responsible for scoring examinations and providing
results to the Redmond Fire Department.
Data Analysis: Examination results will be analyzed to ensure fairness, validity, reliability, and internal
consistency using measurements such as Kuder- Richardson formulas and Cronbach’s Alpha.
Reporting: Comprehensive reports, including recommendations based on examination results, will
be provided.
Candidate Feedback: The CONSULTANT will provide each candidate with both an individual
feedback report and the opportunity to meet with them to discuss their performance in the
assessment process.
V. Additional Information
Redmond Fire Department will provide the time for Subject Matter Experts (SMEs) to assist the
CONSULTANT during the exam development phase of the project.
All examinations will be conducted in Redmond, Washington at a site provided for by the Redmond
Fire Department.
The CONSULTANT will provide at least eight hours of consulting time at no charge in defense of
their exam process in the event they are legally challenged or litigated.
The CONSULTANT shall also provide in their proposal an hourly rate for additional consulting not
included in the proposed costs of the examinations themselves.
CONSULTANT shall provide a fee table with the total cost of each exam in their proposal.
CONSULTANT shall break out a budget estimate of the Assessor expenses on a per day of testing
and total basis.

Term
The City intends to enter into an initial two-year agreement, with two (2) optional one-year renewal terms,
for a potential maximum total term of four (4) years (see Attachment A, Option for Renewal), provided that
1) Consultant is in compliance with the terms and conditions of the contract and, 2) that the annual payment
is cost-effective as determined by the City, and 3) that sufficient funds have been appropriated by the City.
The City reserves the right to cancel this contract at any time, upon thirty (30) days’ written notice to
Consultant.
Should the City exercise a renewal option, the City and Consultant may discuss any necessary changes to
services and will confirm price/rates prior to each renewal. Consultant shall notify the City in writing at least
thirty (30) days prior to any proposed price adjustment. Acceptance of such a request will be at the sole
discretion of the City.
Proposed Timeline
The following table outlines the anticipated schedule for this RFP process. The City reserves the right to
modify or reschedule milestones as necessary.

is free of charge for bidders and does not require that a bidder have a DocuSign account to complete the

The City of Redmond must receive electronically submitted proposals no later than said date and time.
Responses received after such time will be returned unopened. By submitting a proposal, respondents
acknowledge their satisfaction with the size, scope, and location of the work to be performed.
Response Requirements & Format
All costs for developing a response to this RFP are the obligation of the respondent and are not
chargeable to the City. The respondent must bear all costs associated with the preparation of the
submittal and any oral presentation requested by the City. All responses and accompanying
documentation will become the property of the City and will not be returned. Proposals may be
withdrawn at any time prior to the published close date, provided notification is received in writing to the
below listed City agent(s). Proposals cannot be withdrawn after the published close date.
Proposals must include all information requested and meet all specifications and requirements outlined
in this RFP. The following submittals must be part of your proposal; if any are not included, your proposal
may be judged as non-responsive. A committee will evaluate the submitted proposals. During the
evaluation process, the City reserves the right to request additional information or clarification from firms
responding to this RFP.
A complete response will include:
1) Executive Summary & Overall Approach – Summarize your proposal and include your firm’s
qualifications and contact information. The summary should discuss your overall approach,
understanding of the identified work, and your strategy for completing the work.
2) Experience & Capabilities – Describe your level of industry experience and capabilities/expertise in
the proposed services and tools. Identify the individual you propose to assign as principal and any
associate(s); include a resume and relevant work (sample sites) for each member.
3) Pricing Methodology – Provide price estimate including number of hours, hourly rate of all named
team members, and total cost, as identified in the Scope of Work. Any expenses that are to be
included as part of your proposal must be listed as separate line items and must include both the
total anticipated expenses to be claimed and the nature of the expenses (such as: office supplies,
lodging, meals, etc.).
4) Project Schedule – Include a proposed timeline for completion of each deliverable, as identified in
the Scope of Work. It is anticipated that the term of the project is as needed for the stated
deliverables.
5) References and Work Samples – Include a list of references (with contact name and telephone
number) of at least three (3) projects completed within the last two years. The City reserves the right
to contact references without prior notification.
