The City of Redmond, Washington (the “City”) requests interested parties to submit Statements of
Qualification (SOQs) for the above referenced Request for Qualifications (RFQ).
Background
The City of Redmond, WA is a suburb of Seattle and hub for residential and employment growth due to its
strong technology business sector. The City encompasses an area of over 17 square miles and is located
less than 20 miles east of downtown Seattle. The City has two urban growth centers in Downtown and
Overlake, which are expected to grow significantly in the next 20 years. Today, the City has about 75,000
residents and 95,000 jobs making it the 17th most populous city in the State of Washington. It is expected to
have 78,000 residents and 119,000 jobs by 2030. The City is home to a number of nationally known high-
tech and biomedical companies, the largest being Microsoft. Redmond is a vibrant and growing suburban
community that is transitioning to an urban city, with densifying neighborhoods and the introduction of
Sound Transit Light Rail to the City in the coming years. We enjoy and support a robust local economy and
an inclusive culture.
Redmond is a Western Washington Phase II Municipal Stormwater Permittee, and our Stormwater Utility
takes care of more than 323 miles of City-owned pipes, 12,125 catch basins, and more than 400 stormwater
ponds, vaults, and other stormwater management facilities. The Utility manages 11 billion gallons of rain that
falls on Redmond in an average year to prevent flooding and protect local streams.

Redmond is home to more than 50 miles of streams, in addition to two major creeks (Bear and Evans), the
Sammamish River, and Lake Sammamish. Chinook, sockeye, coho salmon, and other native fish and wildlife
call Redmond home. These natural resources are highly valued by our community.
Redmond supplies nearly 40% of its drinking water from a shallow aquifer system that is located in the Bear
Creek and Evans Creek alluvial valleys. This shallow aquifer system is designated by the Critical Aquifer
Recharge Areas. Proactive protection of our surface and stormwater has the added benefit of protecting our
drinking water.
City staff hold key positions in regional professional organizations focused on stormwater and aquatic
resource management and the City takes pride in helping lead innovation in these areas. For example, City's
Regional Stormwater Facilities Plan is an innovative effort to use regional stormwater facilities to meet the
City's water quality goals, support new development that is required by the Growth Management Act, and
do so in a cost-effective manner.
Project Description
The Stormwater and Surface Water System Plan will provide a complete assessment and strategic approach
for managing stormwater and surface water in the City of Redmond to help guide City staff, the public, and
decision makers toward meeting goals and regulatory requirements. The Plan will build upon and link
numerous existing planning efforts related to stormwater and surface water management into a cohesive
approach that will provide a path to implementation for CIP projects and programmatic actions.
The Plan will clearly describe the drivers for surface and stormwater management in Redmond and will be
the basis for developing rates and other funding mechanisms for the Stormwater Utility.
The goals for stormwater and surface water management in Redmond are to:
Fully meet all local, state, and federal requirements,
Prevent flooding and ensure public safety,
Protect and enhance stream health and promote natural aquatic system functions.
Protect groundwater quality and quantity through management of stormwater.
Desired Outcomes
Offer a single comprehensive resource guide for stakeholders, staff, and decision makers to achieve
sustainable and adaptive stormwater and surface water management in the City of Redmond.
Support full compliance with applicable federal, state, and local regulations.
Provide a systematic approach to identifying and prioritizing stormwater infrastructure asset
improvement projects (e.g., pipe replacement and capacity sizing).
Identify enhancements to address deficiencies in asset inventory data, tracking, and reporting.
Evaluate current and needed City programs, projects, and staff levels to meet present and future service
demands and regulatory requirements for surface water and stormwater management, including
operations and maintenance, infrastructure planning, and environmental restoration/rehabilitation.
Evaluate funding sources and fund utilization for surface water and stormwater management, including
but not limited to grants and Stormwater Utility fee rates and revenue.

Scope of Work
Consultant will perform the work identified below. The final project scope of work will be determined
following consultant selection.
In collaboration with City staff, develop and implement a robust internal and external stakeholder
engagement program for the project, involving key staff, citizens, interested organizations and the
City Council.
Refine and articulate a vision, goals and objectives for stormwater and surface water management in
Redmond that will be the foundation of the Plan.
Assess pertinent existing City plans and programs to define the current state of the City’s stormwater
and surface water management.
Identify and assess the impact of existing and potential future regulatory and other drivers (e.g.,
climate resilience planning) for stormwater and surface water management by Redmond.
Evaluate existing programs and CIP/CIS against goals and objectives, identify information gaps and
recommendations for filling gaps.
Develop a process for prioritizing programmatic improvements and CIP projects.
Develop a unifying approach for the Plan to drive forward implementation of existing efforts and
prioritize recommended CIP projects, programmatic improvements, and actions to build towards the
desired future state.
Conduct a financial analysis to quantify existing funding and resources and the gap to implement the
recommendations.
Develop an implementation strategy, schedule, and metrics for measuring progress towards full
implementation.
Document all of the above in the Plan to be adopted by the City Council.
Term
The City intends to enter into a two-year agreement with no renewals.
Project Schedule
Work is to commence as soon as the contract is approved and executed. All work shall be completed no
later than 2-years after project is initiated.
Please provide a work schedule with your proposal to allow for adequate notification and staff scheduling
during the performance of this work. The work schedule is to include all proposed major milestones. Actual
work schedule shall be confirmed when the scope of work is finalized.
Pre-Bid Meeting
10:30AM (local time) on Tuesday, October 3, 2023. An optional pre-bid meeting will be held at Redmond
City Hall Conference Room CH149 15670 NE 85th Street, Redmond WA 98052.
Bidders may ask questions or receive clarification on any portion of this RFQ by participating in this pre-bid
meeting with City staff.

time.
SOQ Submittal Procedures
City of Redmond now utilizes DocuSign for the electronic submittal of bids and proposals. This service is free
of charge for bidders and does not require that a bidder have a DocuSign account to complete the signature
process. Please refer to the instructions shared in the online posting for this RFQ on www.redmond.gov/bids
for step-by-step instructions for submitting a proposal.
Submit the electronic version of your response in pdf format. Your response should consist of no more than
sixteen (16) total pages in 8.5”x11” (letter size) format (min 10-point font). Page count does not include cover,
letter of interest, and resumes. Submittals cannot exceed 25MB.
The City of Redmond must receive electronically submitted proposals no later than said date and time.
Responses received after such time will be returned unopened. By submitting a proposal, respondents
acknowledge their satisfaction as to the size, scope and location of the work to be performed.
Submittal Requirements & Format
All costs for developing a response to this RFQ are the obligation of the respondent and are not
chargeable to the City. The respondent must bear all costs associated with the preparation of the
submittal and of any oral presentation requested by the City. All responses and accompanying
documentation will become property of the City and will not be returned. Submittals may be withdrawn at
any time prior to the published close date, provided notification is received in writing to the below listed
City agent(s). Submittals cannot be withdrawn after the published close date.

Submittals must include all information requested and meet all specifications and requirements outlined in
this RFQ. The following items must be part of your proposal; if any are not included, your submittals may
be judged as non-responsive. A committee will evaluate the submitted SOQs. During the evaluation
process, the City reserves the right to request additional information or clarification from firms responding
to this RFQ.
The SOQ should include the following components:
1. Project Understanding Explain your understanding of the project, components, and challenges.
2. Project Approach Based on your understanding of the project, explain how your team will develop
a project-specific approach that will provide the best outcomes for the City, its residents, businesses,
and visitors.
3. Relevant Project Experience and References Provide three (3) examples of similar projects that
demonstrate your team’s expertise, including project name and location, project description, whether
the project was on schedule and within budget, and references for each project (name and contact
information).
4. Team Description Provide an organization chart or similar explanation of team members’ roles and
responsibilities; provide a summary of each firm on the team including the office locations, number of
staff and area of expertise. Describe the unique qualities of the team as it relates to the project.
5. Project Team Identify Project Manager and team members, explaining their roles and
responsibilities, strengths, and relevant experience. Include brief resume for each team member and
confirmation of staff availability.
6. Proposed Schedule and Scope of Work Include a proposed scope (to be finalized with the
selected Consultant during contract negotiations) of work showing the major tasks correlated to a
schedule. Please include the estimated Consultant hours to complete the work for each major task
(used to understand Consultant’s project approach and level of effort through assignment of hours;
hours will not be used for selection).
7. Project Management Approach Describe your project management approach.
8. QC/QA Measures Describe your quality control and quality assurance measures.
9. Reporting Approach Describe your method for project reporting.
10. Project Coordination Describe your approach for project coordination with subconsultants, if
applicable.
