Analytics System, and an Automated Traffic Signal Performance Measures System

The City of Redmond, Washington (the “City”) requests interested parties to submit proposals for the above
referenced Request for Proposals (RFP). Interested parties will have the option to submit proposals for one or
multiple systems.
Public Disclosure Notice
All materials provided by the Proposer are subject to State of Washington and applicable County (i.e., King
County) public disclosure laws, per RCW 42.56. Any information contained in the proposal that the Proposer
desires to claim as confidential or proprietary must be clearly designated, including page with particular content
identified. The City assumes no obligation on behalf of the Proposer to claim any exemption that is not clearly
identified by the Proposer as being confidential or proprietary. The City will try to respect all material identified
by the Proposer as being confidential or proprietary but requests that Proposer be highly selective of what they
mark as such. The City will make a decision predicated upon applicable laws and can choose to disclose
information despite its being marked as confidential or proprietary. Marking the entire proposal as confidential or
proprietary, and therefore, exempt from disclosure will NOT be accepted or honored, and may result in
disclosure of the entire proposal or disqualification of the proposal solely at the discretion of the City.
Documents identified as confidential or proprietary will not be treated as such if public disclosure laws take
precedence, the information is publicly available, the information is already in the City’s possession, the
information is obtained from third parties without restrictions on disclosure, or the information was independently
developed without reference to the confidential information.

Project Overview
The City of Redmond is seeking qualified System Integrators with demonstrated ability to provide, install, and
commission an Adaptive Signal Control Technology (ASCT) system, a Multimodal Detection and Analytics
system, and an Automated Traffic Signal Performance Measures (ATSPMs) system that meet the project’s
System Requirements. By submitting a proposal, the Proposer expresses an interest to be considered for
providing the services and products described in this RFP. The selection of the successful Proposer(s) will be
subject to their ability to meet the project’s needs and the criteria set forth in this RFP. A Proposer can propose
on one or multiple of the requested systems. Proposers will be evaluated individually on the proposed systems,
however, interoperability between systems is desired.
Background
The City of Redmond, Washington, is a hub for residential and employment growth due to its strong technology
business sector. The City encompasses an area of over 17 square miles and is located 15 miles east of
downtown Seattle. The City has two urban growth centers in Downtown and Overlake Village, which are
expected to grow significantly in the next 20 years. Today, the City has about 77,500 residents and 99,000 jobs
and by 2050, it is expected to have 125,300 jobs.
The City is interested in contracting with qualified System Integrator(s) to support the commission of three
systems which include:
• Adaptive Signal Control Technology (ASCT) system
• Multimodal Detection and Analytics system
• Automated Traffic Signal Performance Measures (ATSPMs) system
The systems will be deployed at downtown Redmond signalized intersections to better serve multimodal
transportation operations by meeting the following objectives:
• Provide more equitable assignment of green time to all road users;
• Improve corridor progression;
• Improve travel time reliability; and
• Improve corridor safety.
The Adaptive Signals project will implement ASCT and ATSPMs at 12 signalized intersections as well as
Multimodal Detection and Analytics at 10 signalized intersections. If budget allows, the City has identified 13
additional desirable intersections for ASCT and ATSPM deployment. As described in the Concept of
Operations (Attachment F), the project includes Redmond Way, the City’s primary downtown corridor, and
several minor intersecting streets. Trip generators within the project area include State Route 520, two Sound
Transit light rail stations (scheduled to open in 2025), multiple mixed-use trail pathways, and a diverse land use
mix of urban residential and commercial. This initial deployment will form the basis for future system expansion
as additional funding becomes available.
The project budget is $400,000 to $450,000 which includes, but is not limited to, the ASCT system and
additional vehicle detection equipment (as necessary), Multimodal Detection and Analytics system, ATSPM
system, and associated System Integrator staff time and resources. The City will provide non-intrusive
equipment installation support for equipment mounted to existing traffic signal poles or equipment installed in
existing traffic signal cabinets. The project is funded through local dollars.

Scope of Work
The proposed Scope of Work for this project is included as Attachment A. The contracted Scope of Work will
be negotiated with the selected Proposer(s) as part of the contracting process.
City Forces – City signal technicians will install roadside equipment such as signal controllers, multimodal
detection cameras, and processor units in coordination with the System Integrator(s). The Proposer shall
provide installation assumptions for City signal technicians along with estimated level of effort.
Subcontractors – The Proposer shall identify any services or equipment supplied by partners or third-party
providers such as a vehicle detection technology distributor or installer.
Notice regarding site visits – If Proposer staff visit the site in preparation of the proposal, please stay within
public right-of-way. Do not enter private property.
Term
The City intends to enter into an initial two-year agreement, with three (3) optional one-year renewal terms, for
a potential maximum total term of five (5) years (see Attachment E, Option for Renewal), provided that 1)
System Integrator is in compliance with the terms and conditions of the contract and, 2) that the annual
payment is cost-effective as determined by the City, and 3) that sufficient funds have been appropriated by the

City. The City reserves the right to cancel this contract at any time, upon thirty (30) days written notice to the
System Integrator.
Should the City exercise a renewal option, the City and System Integrator may discuss any necessary changes
to services and will confirm price/rates prior to each renewal. The System Integrator’s out-year pricing rates will
serve as a baseline for any future pricing adjustments. The System Integrator shall notify the City in writing at
least thirty (30) days prior to any proposed price adjustment. Acceptance of such a request will be at the sole
discretion of the City.
Project Schedule
The ASCT system shall be commissioned and operational no later than twelve (12) months after notice to
proceed is issued or contract is executed.
The Multimodal Detection and Analytics system and the ATSPMs system shall be commissioned and
operational no later than eight (8) months after notice to proceed is issued or contract is executed.

process. Please refer to the instructions shared in the online posting for this RFP on www.redmond.gov/bids
for step-by-step instructions for submitting a proposal.
The City of Redmond must receive electronically submitted proposals no later than said date and time.
Responses received after such time will be returned unopened. By submitting a proposal, respondents
acknowledge their satisfaction as to the size, scope and location of the work to be performed.
Response Requirements & Format
All costs for developing a response to this RFP are the obligation of the Proposer and are not chargeable to
the City. The Proposer must bear all costs associated with the preparation of the submittal and of any oral
presentation requested by the City. All responses and accompanying documentation will become property of
the City and will not be returned. Proposals may be withdrawn at any time prior to the published close date,
provided notification is received in writing to the City staff listed under the Questions/Inquiries section.
Proposals cannot be withdrawn after the published close date.
Proposals must include all information requested and meet all specifications and requirements outlined in
this RFP. A committee will evaluate the submitted proposals. During the evaluation process, the City
reserves the right to request additional information or clarification from proposers responding to this RFP.
Proposers will be required to complete a response for each system. A separate submittal will be required for
the ASCT system, the Multimodal Detection and Analytics system, and the ATSPMs system. The City
recognizes Proposers submitting on multiple systems may have repeat proposal information such as
Company Background.
Proposals shall be a maximum of 15 pages (one page is equivalent to one side of an 8.5x11 sheet of paper).
Pages are to be letter size (8.5x11). A page size of 11x17 is acceptable, but will count as two pages. Font size
to be a minimum of 11 pt Arial (or equivalent) and margins are to be a minimum of 0.5” on all sides. Page
count does not include cover, table of contents, cover letter, resumes, cost proposal and completed
attachments (Attachment G, Attachment H, Attachment, I, Attachment L, and Attachment M).
A complete response will include:
A. Cover Letter: The cover letter shall be signed and dated by a person authorized to legally bind the
Proposer to a contractual relationship. The cover letter shall include the following information about the
Proposer and any subcontractors:
a. Name, address, principal place of business, contact information of legal entity or individual with
whom the contract would be written.
b. Legal status of the Proposer (sole proprietorship, partnership, corporation, etc.). A corporation
must indicate place and date of incorporation.
c. Location of the facility from which the service will be provided.
d. Identification of proposed system type (ASCT system, Multimodal Detection and Analytics
system, or ATSPMs system)
e. Brief statement of interest.
f. Acknowledgement that the Proposer will conform to all terms and conditions set forth in the
Request for Proposal, unless otherwise agreed by the City.
g. Provide a statement indicating the proposal is valid through July 2024.
