REQUEST FOR STATEMENT OF PROPOSALS
CONSULTANT SERVICES
23-038QP – Curb SMART Grant Outreach, Management, and Data Collection Project
The City of Seattle, through the Seattle Department of Transportation, requests Statements of Proposals from qualified firms for SDOT Solicitation 23-038QP: Curb SMART Grant Outreach, Management, and Data Collection Project.
Through this solicitation, The City of Seattle, through its Department of Transportation, SDOT, requests Statements of Qualifications to support the USDOT funded Seattle SMART Grant Digital Commercial Vehicle Permit Project that is intended to provide reliable, modern curb access for commercial delivery vehicles using an innovative technology approach. Short-term goals are to engage with local businesses and commercial delivery users in North Downtown to prototype a new digital permit to make more efficient use of commercial vehicle load zones, automate payment for users, and provide usage data at the zones for City and public use. SDOT has had a Commercial Vehicle Load Zone permit since 1990. The consultant services will support SDOT for the entire grant period with strategic project guidance, facilitation, stakeholder outreach, sub-consultant management, and data collection and analysis.
The City expects to achieve the following outcome through this consultant solicitation:
The City anticipates possibly awarding for an initial contract amount of $490,000. The initial contract value and duration may be increased in varying contract dollar amounts and extended to no more than a total term of 5 years. This project is anticipated to be federally funded in part through USDOT. No DBE contract goal has been established. The contract is race neutral.

Interested qualified consultants may access the Request for Proposal packet at City of Seattle’s Procurement Portal ( https://cityofseattle.bonfirehub.com/ ), including Evaluation Criteria and Submittal Information. Consultants must register with a free account at Bonfire to access Solicitation documents and receive Addenda.
Electronic Submittals must be uploaded to Bonfire by 2:00 p.m. Wednesday, November 15, 2023.
