NOTICE TO CONSULTANTS

Request for Proposals (RFP) for 2026 Stormwater Code & Manual Update

SPU RFP/Contract# 23-139-S

The City of Seattle Public Utilities (SPU) is requesting proposals from qualified multi-disciplinary consultant teams. The selected consultant will assist SPU with the update of the Seattle Municipal Code, Subtitle VIII – Stormwater Code, Chapters 22.800 – 22.8081 (Stormwater Code) and the City of Seattle Stormwater Manual Directors’ Rule SPU DWW-200 / SDCI 10-2021 (Stormwater Manual). Additionally, the consultant will assist SPU in overall project coordination with other City departments, developing policies and policy recommendations and developing technical memorandums.

The cost of this project is estimated in the range of $300,000 to $600,000, depending on the range of changes the City determines to make in the Stormwater Code and Manual. The depth of the changes will be determined and scoped in Phase 1 of the Contract for completion in Phase 2. The performance by the Consultant is expected to be completed by December 31, 2026.

Proposers may submit questions to the procurement portal (Bonfire) under the Vendor Discussions section. The City strongly prefers that consultants submit questions in Bonfire but will accept questions submitted to the Contract Administrator in email format, as well. Questions shall be directed to Jamie Cortez Contract Administrator & SPU’s designated contact person, at jamie.cortez@seattle.gov To facilitate preparation of responses to questions, please submit questions by no later than 12:00PM Pacific Time on Tuesday, November 14, 2023.
