The intent of this Request for Proposal (RFP) is to select a qualified Architectural and Engineering (AE) team with specific experience in the design, preparation of construction documents and construction administration of Park Facilities and Recreation and Aquatic Facilities to build a new fully licensed, 83,000 gross square-foot recreation complex facility and park on the 142.71-acre site for the Loudoun County Department of Transportation and Capital Infrastructure (DTCI) with the Department of Parks, Recreation and Community Services (PRCS). The Recreation and Aquatics facility (Rec Center) will include meeting / classrooms, administrative office space, a gymnasium, a kitchen, a fitness center, multi-purpose rooms, and a running track. The Rec Center will also include an aquatics center with a competition pool, leisure pool, spa, spectator seating areas, two (2) wet classrooms, splash play area, and associated locker rooms. Site amenities may include sports courts, a rock-climbing wall, an outdoor fitness area, and a diving pool. The site design may include onsite stormwater management, potable well and septic system, and associated parking, landscape, access, intersection, and road improvements.
The park facility (Park) shall include up to ten (10) athletic fields – four (4) diamond fields and six (6) rectangular fields. Supporting Park amenities will include athletic field lighting, fencing, public utilities, parking, access from a public road, groundwater wells irrigation, and landscaping. Additionally, the Park will provide public restrooms, concessions facilities, staff offices, meeting rooms, storage, scorekeeper and umpire areas, a maintenance facility, picnic pavilions, and bleachers. All Park facilities shall be connected to onsite well and septic.
The design for the project shall strive to meet or exceed LEED Silver certification with energy saving goals and daylighting.
The scope of work shall include conceptual site program planning, legislative applications, and administrative applications for all items noted above, a potential future 40,000 gross square-foot Library facility, and other potential site improvements.
A due diligence study for this master plan is under development by Dewberry Engineers, Inc. (Dewberry). The due diligence report will be provided to the top ranked firm prior to the start of scope, schedule, and cost negotiations. Dewberry shall not be precluded from competing for this RFP.
This facility will be located at 36716 Main Street outside of Purcellville town limits, Virginia, on three (3) adjoining parcels. Loudoun County Parcel Identification Numbers (PIN#s) are: 523-47-8975 (78.84 acres), 523-48-4422 (5.23 acres), and 522-18-2896 (58.64 acres).
The successful AE team will demonstrate expertise in recreation and aquatics
center design as well as park design. The County of Loudoun Virginia (County) is looking for an AE team with a strong record of management skills and the technical expertise to:
• Produce a unique and functional design within budget and schedule.
• Produce detailed and fully coordinated architectural and engineering designs, construction drawings and specifications.
• Provide the exceptional HVAC system expertise needed for large aquatic facilities.
• Obtain any necessary approvals and permits from the County of Loudoun including the Loudoun County Department of Building & Development, and all other authorities having jurisdiction.
• Present designs and descriptions of the work to the internal and external project stakeholders.
• Prove a history of excellent internal Quality Assurance / Quality Control (QA/QC) practices and consultant management and leadership.
• Develop fully coordinated, detailed and accurate construction documents.
• Provide superior construction administration services.
The County intends to use the Construction Management method to award the construction contract. The AE firm awarded the design contract for the Western Loudoun Recreation Complex shall provide the Construction Management firm access to design documents and respond timely to their inquiries and recommendations.
