Food Scrap Collection and Composting Services - REISSUE, RFQ 639816

The intent of this Invitation for Bid (IFB) is for the County of Loudoun, Virginia (County) to obtain the services of a qualified contractor to provide the collection and hauling services of post-consumer food scraps from a public drop-off center located at the Loudoun County Solid Waste Management Facility (LCSWMF) in Leesburg, Virginia and transported to an off-site composting facility.

The Loudoun County Department of General Services, Division of Waste Management operates the LCSWMF located at 21101 Evergreen Mills Road, Leesburg, Virginia, 20175. Operating hours are Monday through Saturday, 8:00 a.m. to 4:00 p.m.

A pilot program for the collection of residential post-consumer food scraps is being established at the LCSWMF Recycling Center and will consist of up to ten (10) sixty-four (64) gallon carts (toters) in a designated area that will be available for Loudoun County Residents to deposit their food scraps. Food scraps collected through this pilot program will not be composted at the LCSWMF and will be transported off-site to an approved regulated compost facility.

The program will be monitored and evaluated by County staff for a minimum of one (1) year with results reported to the Loudoun County Board of Supervisors for consideration and further direction concerning continuation and/or expansion of the program to additional locations.
