Description:

The intent of this Request for Proposal (RFP) is to request proposals from qualified firms/organizations to provide preservation of affordable housing, displacement support and homeless prevention and diversion services, and related services for the Department of Housing and Community Development (DHCD) and Department of Family Services (DFS). The affordable housing services and/or programs are designed to increase long-term housing security including displacement services, rental assistance, and assistance to households with eviction filings. The successful firm(s) will assist the County of Loudoun, Virginia (County) to best meet the displacement, eviction, rental assistance, emergency shelter, and homelessness prevention needs of the community.

The County reserves the right to award contracts to one (1) or more firms for each program area. Organizations proposing services for this RFP (hereafter referred to as “firms” or “Offerors”) may submit proposals for one (1) or both of the following programs/service areas:

• Displacement Services

• Housing Preservation for Households with Eviction Filings

See Attachment 1 for more detail on each program. The amounts listed for each program are maximum amounts available and the County does not guarantee any minimum or maximum amount to be awarded to one (1) firm. Firms must clearly identify which programs are being offered and if only portions of services under each program are being offered as part of their proposal response.

The resulting contract(s) will be funded through funds allocated to the County from the American Rescue Plan Act (“ARPA”). As such, compliance with additional federal terms and conditions is required. Additionally, all funds must be expended by December 31, 2026.
