CHEMICAL TOILETS, ASSOCIATED PRODUCTS, RENTAL AND MAINTENANCE
I. STATEMENT OF WORK
A. SCOPE
It is the intent of these specifications, terms, and conditions to describe providing rental
and servicing of portable chemical toilets, hand washing stations and maintenance
services for Districtowned portable toilets and vault restroom as required at various
District locations.
East Bay Municipal Utility District (District) intends to award a twoyear contract with
three options to renew for oneyear period(s), to the lowest cost bidder(s) whose
response meets the District’s requirements for the service and maintenance of the
District’s facilities.
B. BIDDER QUALIFICATIONS
1. Bidder Minimum Qualifications
a. Bidder, bidder’s principal, or bidder’s staff shall have been regularly
engaged in the business of providing Chemical Toilets and Associated
Products Rental and Maintenance for at least five (5) years.
b. Bidder shall be a Chemical Toilets and Associated Products Rental and
Maintenance manufacturer, dealer, or provider.
c. Bidder shall possess all permits, licenses, and professional credentials
necessary to supply product and perform services as specified under this
RFQ.
C. SPECIFIC REQUIREMENTS
EBMUD requires rental and service of various types of chemical toilets and hand
washing stations.
Exhibit E1 shows the service area for the District’s Local Area under Schedule I. Exhibit
E2 shows the Lafayette Reservoir Maps under Schedule II. Exhibit E3 shows the service
area for the District’s Mokelumne (MOK)/Upcountry Area under Schedule III. The
schedule and frequency of service is subject to change by agreement between the
Contractor and the District at the request of the District.
1. General Requirements
a. All portable toilets shall minimally consist of a commode, urinal, and
dispensers for toilet paper and toilet seat covers.

b. All toilets shall have appropriate hasps that allow them to be locked. The
District will provide Contractor with keyedalike standard padlocks so that
units can be cleaned when District personnel are not on site.
c. The approximate expected number of rental units in the field at any time
is approximately fifty (50). All of these units will be located in the District’s
Local Area (see Exhibits E Maps). These units will have sinks or interior
hand washing facilities; and approximately ten to twenty (1020) of these
units will be required to be towable (on wheels) with either a pintleor
balltype hitch, as requested. All quantities stated in this proposal
including quantities stated in the bidding sheets, are approximate
estimates and are not guaranteed.
d. Contractor shall make delivery or pickup of units within twentyfour (24)
to fortyeight (48) hours of phone/email request by District personnel. Due
to legal requirements for facilities at jobsites, failure to do so may result in
District rental from an alternate vendor.
e. Emergency or sameday services shall be required to clean units that have
been vandalized or tipped over and are no longer useable due to
unsanitary conditions.
f. All rental units must be serviced at least once per week or more,
depending on specific arrangements for each site. District staff will
coordinate with the Contractor any modifications to service schedule.
g. Contractor shall notify the District of any vandalism that has occurred or
repairs that are needed to any of the units.
h. Any rental unit that is destroyed or damaged or stolen for any reason
except for willful or accidental acts by District employees, shall be replaced
or repaired by the Contractor at no cost to the District.
2. Service Requirements for each Schedule
The expected number of Districtowned units consists of approximately ten (10)
vault toilets located at the Lafayette Reservoir, one (1) vault toilet off Miller Road
in Castro Valley, and one (1) vault toilet in Moraga. There are twenty (20)
portable toilets, seven (7) vault toilets at the District’s MOK/Upcountry Area. All
vault toilets range from 301000 gallons.
a. For Schedule I Local Area, See service area list and Exhibit E1 (Multiple
Vendor Award) Contractor shall pump out all waste material from tank, fill
tank with approximately 5 gallons of fresh water and 1 to 3 ounces of
chemical; replenish toilet paper, toilet seat covers, and urinal deodorizer
blocks as needed; remove graffiti; disinfect interior and sink (if existing);

remove litter, leave all floors free of standing water; and all repairs
necessary to make the toilet useable. Note: Unusable toilets must be
repaired or replaced immediately. Contractor shall be responsible for
properly disposing of all trash and waste removed from the units. District
may require Contactor to modify these requirements as appropriate
during the term.
Typical locations may include but are not limited to the following. (Please
see service area maps for additional information.):
1) AMC Shops Parking Lot – 1200 21st St., Oakland
2) San Pablo Rec Parking Lot – 7301 San Pablo Dam Road, El Sobrante
3) Castaneda Service Area – 5050 Crow Canyon Road, San Ramon
4) Contra Costa Water Parking Lot – 1901 Bates Ave., Concord
5) 800 Rockview Dr., Walnut Creek
6) Oakport Parking Lot – 5601 Oakport St., Oakland
7) Pumping Station – El Portal Dr., San Pablo
8) PTA (NASC) 3999 Lakeside Dr., Richmond
9) Off Bear Creek Road, Orinda
10) Moraga Area
11) Off Miller Road, Castro Valley
12) Various jobsite locations across the District’s Service Area
*Service for the trailers or delivery/removal and service for newly ordered
units may be necessary anywhere in the District’s service area as work is
conducted throughout the entire area.
b. For Schedule II Local Area Lafayette Reservoir, See Lafayette Reservoir
Exhibit E2 (Single Vendor Award) for location detail. Contractor shall pump
out all waste material from vault toilets, refill small vault toilets (above
ground vault model) with 15 gallons of fresh water and 8 ounces of
chemical per toilet (sufficient fluid to meet mfr. standard), refill large (CXT
Model) vault toilets with 80 gallons of fresh water (sufficient fluid to meet
mfr. standard.) Contractor shall stock all facilities with at least two rolls of
toilet paper, urinal deodorizer blocks as needed, remove graffiti, remove
litter, remove spider webs, thoroughly wash all seats and floors with
disinfectant, leave all floors and interior surfaces free of standing water,
and perform all repairs necessary to make the toilet useable. Contractor
shall begin servicing between 6:30am and 7:30am. Contractor shall be
responsible for properly disposing of all trash and waste removed from the
