Camanche and Pardee Recrea�on Wastewater Value Engineering and Rate Study
I. STATEMENT OF WORK
A. SCOPE
It is the intent of these specifica�ons, terms, and condi�ons to describe a facility usage
and cost of service study for East Bay Municipal U�lity District’s (EBMUD) Camanche and
Pardee Recrea�on Areas wastewater u�li�es and infrastructure to inform rate needs
and capital expenditures for site improvements and upgrade of aging infrastructure
(e.g., failing sewer pipes, li� sta�ons, etc.).
EBMUD intends to award a 1-year contract (with 1 op�on to renew for an addi�onal
one-year term) to the Proposer(s) who best meets the District’s requirements.
B. PROPOSER QUALIFICATIONS
1. Proposer Minimum Qualifications
a. Proposer, Proposer’s principal, or Proposer’s staff shall have been
regularly engaged in the business of providing u�lity rate studies and value
engineering services for at least 3 years.
b. Proposer shall possess all permits, licenses, and professional creden�als
necessary to perform services as specified under this RFP.
C. SPECIFIC REQUIREMENTS
EBMUD owns and operates Pardee and Camanche Reservoirs, which serve a variety of
uses including water supply, flood control, hydroelectric power genera�on, wildlife
habitat, and public recrea�on areas (Figure 1). Camanche Reservoir includes two
recrea�on areas: Camanche North Shore (CANS) in Amador County and Camanche
South Shore (CASS) in Calaveras County. Camanche Reservoir recrea�on facili�es
include day use areas, cotage rentals, campsites, boat launches, marina store and café,
with RV sites at CASS only. The Pardee Recrea�on Area is situated on the northwestern
end of Pardee Reservoir in Amador County and provides facili�es for camping, boa�ng
and fishing ac�vi�es. The facility is occupied seasonally for nine months of the year and
includes a café, swimming pools, boat launch and fueling facili�es, campground, day use
areas, and RV sites.
EBMUD, through its concessionaire, operates three mobile home parks, with
approximately 130 mobile home sites at CANS and 70 sites at CASS. Most of these
mobile homes are permanent residences.
EBMUD owns and operates the CASS, CANS, and Pardee Reservoir Recrea�on area
(PARA) wastewater collec�on systems and treatment plants (WWTP).

EBMUD seeks the services of a qualified consultant to perform a value engineering
analysis of proposed upgrades to the wastewater treatment systems at Camanche and
Pardee recrea�on areas in conjunc�on with iden�fying possible modifica�ons to the
recrea�on areas or proposed upgrades that consolidate or streamline facili�es for
improved efficiency and cost effec�veness. The consultant shall review exis�ng
wastewater treatment system condi�on assessments and update condi�on assessments
as necessary for the value engineering and subsequent tasks.
The consultant will also complete a study to evaluate the wastewater u�lity level of
service provided at EBMUD upcountry recrea�on areas and mobile home parks. The
study will analyze the fee structure, rates and revenue at Pardee and Camanche
Reservoir north and south shore recrea�on areas and mobile home parks and compare
fees and services with comparable facili�es in the Western United States. The study will
quan�fy and compare the wastewater infrastructure and O&M costs associated with the
different recrea�onal facili�es (e.g., campgrounds, overnight and seasonal RVs) and the
mobile homes. The study will iden�fy opportuni�es to modify fees and fee structure to
enable equitable contribu�ons by users of the Camanche and Pardee wastewater
system, and funding contribu�ons for ongoing facility maintenance and upgrades that
meet regulatory requirements.

FERC Lower Mokelumne River Project Background
EBMUD’s Camanche project came under Federal Energy Regulatory Commission (FERC)
jurisdic�on in 1981 due to the construc�on and opera�on of the Camanche Powerhouse
and related facili�es. EBMUD’s FERC license (Lower Mokelumne River Project, FERC No.
2916) includes requirements related to recrea�on, based in part on the applica�on
which incorporated the 1962 and 1973 Master Plans and thus obligated EBMUD to
develop or con�nue recrea�on ac�vi�es in accordance with those documents. FERC
imposes restric�ons on EBMUD’s ability to phase out ac�vi�es and facili�es and EBMUD
must obtain approval from FERC before making substan�al modifica�ons to exis�ng
facili�es. Addi�onal informa�on on specific FERC requirements including current master
plans will be provided to the consultant upon ini�a�on of work.
The South Camanche Shore and North Shore Recrea�on Areas were developed in the
mid-1960s upon comple�on of the Camanche Dam and Reservoir in 1964. Ini�al
recrea�on area improvements and management were provided by private corpora�ons
under separate long-term lease agreements. In 1987 EBMUD assumed administra�ve
responsibili�es for Camanche recrea�on areas a�er maintenance problems that were
iden�fied could not be resolved by the private concessionaires. EBMUD then started a
program of recrea�on facility improvements required by FERC. EBMUD updated the
plans for these three recrea�on areas in 1989 and filed the update with the FERC on
April 12, 1990. FERC instructed EBMUD to either eliminate the mobile home parks from
the recrea�on areas or remove them from the FERC project boundary. EBMUD removed
the mobile home parks from the FERC project boundary and they are not part of
EBMUD’s FERC license.
EBMUD filed its plan to monitor recrea�on use and demand on January 10, 1994, in
response to an addi�onal informa�on request from the FERC in the Order On Proposed
Revised Recreation Plan and Complaint, issued on July 9, 1993. EBMUD’s monitoring
plan was approved by FERC in the Order Approving Plan to Monitor Recreation Use and
Demand with Modification, issued on December 15, 1994.
That order required EBMUD to file a report summarizing recrea�onal use and demand
at each recrea�on area every three years. A�er EBMUD filed two summary reports in
March 1995 and April 1998, FERC amended their order on May 13, 1998 to require
report filing every six years, and to provide dra� reports to three resource agencies for
comment. EBMUD filed a third summary report in April 2003, a fourth in May 2009 with
a supplemental in September 2009, a fi�h report in March 2015, and a sixth report in
May 2021. To date, FERC-mandated survey results have indicated that recrea�on
facili�es at the Pardee, Camanche South Shore, and Camanche North Shore Recrea�on
Areas are sufficient to meet recrea�onal demand for the Lower Mokelumne River
Project.
