I. STATEMENT OF WORK
A. BACKGROUND
East Bay Municipal Utility District Employees’ Retirement System (“the System”,
“Retirement System” or “EBMUDERS”) is soliciting proposals from qualified professional
actuarial consulting firms with experience providing services to public employee pension
funds. This Request for Proposals (RFP) details the requirements needed by EBMUDERS
and instructs interested proposers on the application and selection process. All firms
meeting the minimum requirements outlined below are invited to propose.
EBMUDERS is the retirement system for the East Bay Municipal Utility District (“District”
or “EBMUD”) covering a majority of its employees. The System was established in 1937
to administer a single-employer, defined benefit pension plan (the “Plan”) to provide
retirement, disability, survivorship and post-employment health insurance benefits
(“HIB”) for eligible directors, officers and employees of the District. The HIB is a health
premium reimbursement plan established under section 401(h) of the IRS code. EBMUDERS
is funded by contributions from its members, the District, and investment earnings on
plan assets.
EBMUD is a municipal utility district, created in 1923 by vote of the electorate in
portions of Alameda and Contra Costa Counties in the State of California. The District is
formed under the authority of the Municipal Utility District Act, constituting Division 6
of the Public Utilities Code of the State, commencing with Section 11501 (the “Municipal
Utility District Act”). Pursuant to the Municipal Utility District Act, the District is
empowered to own and operate the Water System. The District also operates a
wastewater system (the “Wastewater System”), which treats and disposes of sewage
from a portion of the area within the District, which is designated as Special District No.
1.
The Retirement System is administered by a Retirement Board (the Board) composed of
three members appointed by the District Board, two members elected by and from the
active membership and one (nonvoting) member elected by and from the retired
membership of the Retirement System. Ordinance No. 40 of the District, effective
October 1, 1937, as amended (the “Retirement System Ordinance”), assigns the
authority to establish Plan benefit provisions to the District Board. A copy of the

As of June 30, 2022 the combined Actuarial Accrued Liability for pension and HIB
benefits was $2,835,771,092 and the Actuarial Value of Assets was $2,216,123,725,
