Floodplain Design
I. STATEMENT OF WORK
A. SCOPE
It is the intent of these specifications, terms, and conditions to describe the design,
monitoring, and planning of two large-scale floodplain and spawning habitat restoration
projects along the Mokelumne River.
East Bay Municipal Utility District (District) intends to award a 3-year contract to the
Proposer(s) who best meets the District’s requirements.
B. PROPOSER QUALIFICATIONS
1. Proposer Minimum Qualifications
a. Proposer, Proposer’s principal, or Proposer’s staff shall have been
regularly engaged in the business of developing 2-D hydraulic models for
the purpose of evaluating physical habitat, geomorphic processes, and
base flood elevations for at least 3-years. Further experience is required in
using hydraulic modeling to plan and design a minimum of three
floodplain/spawning habitat projects of similar size and scope on other
large rivers systems.
b. Proposer shall possess all permits, licenses, and professional credentials
necessary to perform services as specified under this RFP.
C. SPECIFIC REQUIREMENTS
1. Basic Information
This project will be broken down into seven categories and/or job tasks which include:
1) baseline surveys and assessment, 2) engineering design and analysis, 3) permitting, 4)
monitoring plan development, 5) pre-project monitoring, 6) project management, and
7) reporting.
Baseline Surveys and Assessment
Baseline data will be collected to develop and refine conceptual alternatives that are
viable restoration strategies for both sites. Baseline data collection will include surveys
of vegetation (including elderberry and gallery trees), wetland delineation, bed material
substrate, topography and bathymetry, as well as bed and bank characteristics. Field
surveys will be conducted to verify the topobathymetric survey, especially in areas in
the river channel. These surveys will be used to create a base map upon which
engineering designs will be based. Riverbed substrate, bank, and cover characteristics
will be mapped to further inform existing habitat suitability and design development.
