Bid Attributes
1 Overview
Iowa State University IT Services is seeking a DAS Engineering/Consulting supplier to conduct a site survey,
benchmark the campus, and recommend a master plan or set of campus standards. The standards/plans proposed
should include infrastructure, uniformity, scalability, and be strategic in its considerations. The typical carriers are
Verizon, US Cellular, T-Mobile/Sprint, and AT&T along with the MVNOs. This RFP will not result in design and
implementation of any systems in any buildings; that will occur in future RFPs. The campus standards documents
will shape the requirements for future bids. ISU may seek to update documentation supplier provides to Iowa State
University as technology changes.
ISU IT Services (ITS) ultimately wants the ability to develop an RFP for a building using a base set of standards, and
for the system design and installation to be completed quickly (under a year from identification), and the costs to be
agreeable to carriers so they join the system in the first year or two. We know that we want to cover Hilton
Colliseum, Bergstrom and West Bergstrom practice facilities, Stark Performance Center, Vet Med Small Animal Clinic
& the Patterson building, the auditorium in Troxel Hall, and the basement of Parks Library. Those are in order of
relative urgency/priority. However, the specific design and implementation of theses buildings (or any others) will be
done through separate or multiple separate RFP processes.
Based on our experience we are endeavoring to take more ownership to achieve the goals above. We have no
specific desire to own any particular part and will entertain any plans, standards, or proposals that help us
strategically achieve the goals above.
The master plan or set of campus standards should account for the various locations we may want to deploy indoor
DAS (see known coverage demands FAQ). ISU Facilities Planning and Management has websites detailing each
building (https://www.fpm.iastate.edu/maps/buildings/).
ISU has a fiber-rich campus designed with high count fiber in backbone rings connecting regional node rooms.
Typically 12, 24, or 48 strand fibers to buildings. High count fiber can easily be deployed to buildings by ISU as
needed to support DAS. All fiber referenced here is single mode, usually Corning but occasionally AFL or
Commscope. Vendors can install fiber (leasing conduit) or lease strands of fiber. ISU owns all raceway on campus.
Pathways should be available but can be added easily on campus if needed. ISU can lease conduits to vendors if
necessary.
2 Evaluation Criteria
The evaluation of this RFP may be based upon, but not limited to:
Total cost for Iowa State University
Ability to meet required specification
Quality of references and/or past experience
Exceptions taken to RFP Terms and conditions
Certifications with submitted vendors
Existing contracts & reputation with ISU or Iowa Board of Regents
Ability to meet preferred specifications
