    Dear Architectural Firm:
    The County of Monroe is accepting proposals for professional services related to conducting an
    analysis and determination of feasibility to modernize as much of the public health operational
    space as possible within financial resource parameters. The scope of work is detailed in this
    Request for Proposal. Firms must analyze and respond to all sections of the RFP and provide
    sufficient information to allow the County to evaluate your proposal. A written response is
    required. If you are unable to fulfill any section of the RFP, please clearly include an explanation
    for the sections that are either non-compliant or not applicable.
    The final date for submitting a proposal is Monday, February 5 , 2024 at 4:00 P.M. to Michael
    Bosanac, Monroe County Finance Department, 2nd Floor, 125 East Second Street, Monroe,
    Michigan 48161. Your proposal envelope must be sealed and clearly marked “Public Health
    Facility Proposal” so that no error in opening may occur. In the alternative, the County
    recommends you submit proposals by the same deadline via e-mail as a separate Microsoft Word
    or PDF document attachment to aundrea_armstrong@monroemi.org. Indicate in the subject line
    of the transmission that a Sealed Proposal for Public Health Facility is attached.
    The County of Monroe reserves the right to accept or to reject any and all proposals, to waive
    any irregularities and to make an award that is determined by the County of Monroe to be in the
    best interest of the County. The County of Monroe will not be responsible for nor will it be
    required to reimburse any firm or consultant for any cost incurred in the preparation of a
    proposal.

    SECTION A
    SCOPE OF WORK
    The facility analysis will serve as a road map and scope of the building modernization work that
    will take place. It will provide a sound footing from which logical, orderly, and the health
    department priorities will become part of the building renovation work that ensues. The facility
    analysis shall include the key modernization action items outlined below. Additional focus shall
    be on spatial layout and traffic flow within the facility to achieve additional efficiency in serving
    clients and assisting in client privacy.
    The facility is approximately 24,000 square feet and was constructed in the early 1970’s
    originally as a ban facility. The building had a moderate renovation in 1990 when the County
    initially acquired the building. Attached please find a schematic floor plan and aerial plans of
    the site and property.
    Finally, the analysis shall include a long-term conceptual plan for facility expansion to meet
    future public health service needs. This will include a basic schematic footprint for the site to
    help guide and prevent infringement upon the long-term plan from site decisions made that
    would negatively affect the future expansion.

    Review with County proposed installation of glass partitions or alternative material to secure areas
    off the main entrance and into employee only and clinic areas. These security measures would be
    complemented by the installation of locking doors with proximity card readers to secure employee
    only areas of the building.

    Review and evaluate the condition of the employee and public bathrooms with County proposal to
    upgrade the restrooms to include new fixtures, sink countertops, wall and partition divider finishes
    and upgraded lighting; include addressing any issues related to handicap accessibility within the
    restrooms

    Paint/wallpaper peeling off walls, outdated ceiling tiles need replacement, updated carpet
    tiles/flooring as needed and where any work will take place, add trim material around door frames,
    replace window blinds, refinish or upgrade closet doors in hallways

    Evaluation of roofing system, specify replacement roof as needed. Address any immediate
    deficiencies. Any replacement would include specifying the type of roof replacement, materials and
    scope of work
    Specify make, model and size for replacing rooftop air conditioning unit and fan system.
    -Evaluate boilers and specify replacement as needed.
    -Evaluate electrical system and power capability to meet new modernization plans proposed. Ensure
    proper safety of electrical distribution is in place.
    -Also, see last item related to emergency power for the generator and full power of the building
    during utility outage.
    -Include integrated building management systems for HVAC.
    -Evaluate new interior lighting and propose new fixtures and control to replace existing lighting in
    the entire building.
    -Evaluate exterior overhang lighting and perimeter lighting and specify proposed upgrades. This may
    include employing ground lighting for perimeter illumination of facility.
