Disclosure Requirements
Chapter 176 of the Texas Local Government Code mandates the public disclosure of certain
information concerning persons doing business or seeking to do business with the City of Bryan,
including affiliations and business and financial relationships such persons may have with City of
Bryan officers. An explanation of the requirements of Chapter 176, applicable forms and a complete

Disclosure of Interested Parties
In 2015, the Texas Legislature adopted House Bill 1295, which added section 2252.908 of
the Government Code. The law states that a governmental entity or state agency may not
enter into certain contracts with a business entity unless the business entity submits a
disclosure of interested parties to the governmental entity or state agency at the time the
business entity submits the signed contract to the governmental entity or state agency. The
law applies only to a contract of a governmental entity or state agency that either (1) requires
an action or vote by the governing body of the entity or agency before the contract may be
signed or (2) has a value of at least $1 million. The disclosure requirement applies to a
contract entered into on or after January 1, 2016. The process as implemented by the
Commission is as follows:
1. A business entity must use the application to enter the required information on Form
1295 and print a copy of the form and a separate certification of filing that will contain
a unique certification number.
2. An authorized agent of the business entity must sign the printed copy of the form and
have the form notarized. The completed Form 1295 and certification of filing must be
filed with the city “at the time the business entity submits the signed contract” to the
city.
3. The city must notify the Commission, using the Commission’s filing application, of the
receipt of the filed Form 1295 and certification of filing not later than the 30th day after
the date the contract binds all parties to the contract.

INTRODUCTION
1. Introduction
1.1. The City of Bryan is soliciting proposal submissions for the development of affordable
housing by new or previously-certified nonprofit Community Housing Development
Organizations (CHDO’s) eligible to receive allocations of CHDO set-aside funds under the
City of Bryan HOME Investment Partnerships Program funded through the U.S.
Department of Housing and Urban Development (HUD) for the development of affordable
rental or homeowner housing in Bryan.
1.2. It is the intent of the City of Bryan to select one or more CHDO’s to accomplish and/or
supply all services outlined in this Request for Proposal.
1.3. The Request for Proposal may be downloaded by going online to the Brazos Valley e-
Marketplace, https://brazosbid.ionwave.net/. For assistance, call the Community
Development Office at 979-209-5175. To register as a vendor, follow the procedures on
the City’s Purchasing Department website: https://www.bryantx.gov/purchasing-services/ .
1.4. No pre-proposal meeting will be held. Please submit all questions on the Questions
Tab of the solicitation on Brazos Valley e-Marketplace.
Electronic submissions are preferred and may be uploaded on the Brazos Valley e-
Marketplace website using the “Response Attachments and Response Submission” tabs in
the solicitation. If submitting a hard copy, one (1) original proposal (single sided, unbound)
bearing the RFP name, RFP number, and respondent’s name on the outside of the
envelope) may be submitted until 2:00 p.m. on Friday, February 9, 2023 and may be
delivered during office hours Monday – Friday, 8:00 a.m. – 5:00 p.m., and should be
addressed to:

1.5. In order to ensure a fair and objective RFP process and evaluation, all questions and
inquiries related to this Request for Proposal shall be addressed in writing via the Brazos
Valley e-Marketplace Online Bidding System https://brazosbid.ionwave.net/ using the
“Questions” tab. Any question that changes the scope of the proposal will be addressed
through an Addendum. The deadline for written questions and inquiries is Tuesday,
January 30, 2024 @ 5:00 p.m. CHDO’s are encouraged to seek technical assistance
through this system. Contact with any City of Bryan employee or official is prohibited without
prior written consent from the Purchasing Department or designee. Contacting any other
employee(s) or official(s) without prior written consent risk elimination of their proposal from
further consideration.
