1. GENERAL
Bid Specification – Distribution Wood Pole Reinforcement
EXHIBIT A
1.1. Scope
This specification covers the requirements for reinforcement of wood poles. Pole reinforcement is a
method by which a pole that has been weakened due to decay, insect infestation, or mechanical damage
can be braced by a steel truss, enabling pole to remain in its present location. Poles meeting
qualifications for reinforcement must first be internally treated with preservatives to arrest decay and/or
to exterminate insect infestation.
Contractor is to furnish all supervision, labor, tools, equipment and material necessary or required for the
treatment and reinforcement of in-service wooden poles as specified. Bryan Texas Utilities, hereinafter
referred to as “Owner,” will furnish the Contractor with maps and GPS coordinates indicating locations of
poles which are the subjects for treatment and reinforcement. Owner can also provide detailed results
from pole inspection survey for all reinforcement candidates.
Owner expects approximately 239 wooden distribution poles to be reinforced.
1.2. Contractor Qualifications
Contractor is required to have a minimum of 10 years in the in-service pole reinforcement and treatment
business. Contractor must have documented programs/policies conforming to the Environmental
Protection Agency (“EPA”), the Occupational Safety and Health Administration (“OSHA”), the Department
of Transportation (“DOT”), along with all federal and state pesticide regulations. These policies must
include a safety manual, pesticide training manual and test, standards for safe storage of preservatives
on vehicles, operating policies for Contractor's personnel to handle preservatives and procedures for
disposing of empty containers used for pole treatment in compliance with label requirements, and OSHA
regulations involving Personal Protective Equipment (“PPE”). Documented proof of these
programs/policies shall be provided upon request.
1.3. Personnel Qualifications
All reinforcing or treating personnel performing the work shall have a minimum of six (6) months
experience in pole reinforcement. Work foreman shall have a minimum of one (1) year of relevant
experience. All personnel shall be trained as appropriate in treatment and reinforcement of wood poles.
Owner reserves the right to review and approve evidence of previous experience and training in the form
of letters of reference and test results.
Supervision of reinforcing or treating personnel and work foremen shall be performed by the Contractor
using supervisors with at least two (2) years of experience in the art of treatment and reinforcement of
distribution poles.
1.4. Licenses and Labels
Contractor and Contractor’s Supervisors shall be thoroughly familiar with Federal, State and local
regulations pertaining to chemicals used in this work. Persons applying restricted-use pesticides must be
“Texas Certified Pesticide Applicators” or under the direct supervision of a certified applicator. All
chemicals used on the job shall bear appropriate EPA approved labels stipulating the intended end use
of the material. OSHA 20 Material Safety Data Sheets are to be provided with bid sheet with the approved
EPA labels.
Contractor shall submit in or with the bid evidence of Texas licensure and a complete list of EPA labeled
chemicals intended only for the purpose of pole treatments to be used in performing bid work.

2. REQUIREMENTS
2.1. General
A four (4)-day workweek is acceptable with prior notice to Owner but shall not be the norm. Weekend
work, Saturday and Sunday, will be with prior notice and approval by Owner. In all instances,
Contractor shall exercise care to minimize disturbance of public, especially during early mornings.
2.2. Visual Inspection
All poles have been previously inspected by groundline pole inspection contractor and have been
determined to be non-priority reject poles. The reinforcing Contractor shall perform a visual inspection
of all poles prior to performing any Services. To meet the qualifications for reinforcement, the following
requirements must be satisfied during the inspection by reinforcement crew:
A. Pole has not sustained any damage since groundline inspection crew performed inspection;
B. To the best of Contractor’s ability, upper pole must be determined suitable for reinforcement;
items inspected must include, but are not limited to, evidence of fire, lightning or mechanical
damage, and/or woodpecker holes.
C. Other utility attachments are in proper condition and will not impede the reinforcing process.
If, after visual inspections, pole is determined NOT to be a candidate for reinforcing and/or if appearance
of any attachment seems improper, the Rejection for Reinforcement and the reason(s) for such rejection
must be forwarded to Owner and no further Services are to be performed until such conditions have been
corrected or the pole is later determined by Owner to be a reinforcement candidate.
2.3. Evaluation
Once the visual inspection is complete, the condition of the pole shall be assessed to make a final
determination of whether it is a candidate for reinforcing with either a single or double truss unit. A pole
is reinforceable if there is sufficient shell thickness to transfer the strength of the steel to the pole. Typically
reject poles with sufficient sound shell where the bands will be placed above ground can be reinforced.
Standard ground line inspection methods which include sounding and boring shall be used to make this
determination. Sufficient borings shall be made so that all interior decay above ground is located.
Evaluation criteria the Contractor intends to use for this project to determine whether poles are
candidates for reinforcement (single or double truss units) shall be submitted with bid.
2.4. Installation of Truss reinforcement units
Units must be utilized to support transverse loading only. This requirement does not preclude the use of
trusses on corner poles, but truss usage is not intended to replace proper guying. Proper type, number,
and size of trusses must be determined based on pole Class and Length. Proper position of the trusses
should be determined by the line direction. Only new units (no salvaged units shall be used) designed
and manufactured based on an assumption of zero wood strength at groundline shall be used for this
project. The type of truss proposed for this project along with material specifications and
installation instructions shall be submitted with the bid.
A. Poles having electric or telephone underground cables shall be carefully
evaluated before reinforcing.
B. Care shall be taken on poles having ground wires or ground rods so as to
prevent damaging or cutting them.
C. Poles specified for reinforcing which subsequently cannot be reinforced due
to inaccessibility, or other factors shall be reported to the Owner on the report for that week.
D. Care shall be taken that Truss units and bands are not left with sharp corners or edges which
might cause injury.
