INTRODUCTION
Bryan Texas Utilities is requesting qualifications for consulting services from firms interested in
contracting with BTU for electric distribution design and construction management. Specifically,
BTU is looking for firms with experience related to the design of 15kV overhead and underground
capital improvement projects. The specific scope of work each individual project shall be defined by
proposal under a master services agreement. Firms with relevant experience and qualifications are
encouraged to submit. The purpose of the Request for Qualifications (RFQ) process is to identify the
most qualified firm(s). It is intended that the selected firm(s) or team(s) accomplish and/or supply all
services outlined in this Request for Qualifications. BTU has made no promises or representations
and cannot offer, promise or guarantee that the selected firm will be awarded any future contracts to
provide additional architectural or engineering services to BTU.

You may upload one (1) electronic response in the format prescribed herein on our website at
https://brazosbid.ionwave.net. Please note that BTU is not responsible for high internet
traffic/demand at or near the time the response packages are due. However, if you choose to
respond in writing, one (1) unbound original must be returned in a sealed envelope bearing the
name and address of the Respondent, the RFQ name/number and delivered to the address above.
In order to ensure a fair and objective RFQ process and evaluation, all questions and inquires related
to this Request for Qualifications shall be addressed in writing via the Brazos Valley Online Bidding
System (https://brazosbid.ionwave.net) to the individual identified above. The deadline for written
questions and inquiries is April 23, 2024 @ 10:00 a.m. Contact with any BTU employee or official
is prohibited without prior written consent from the Purchasing Manager or his designee. Offerors
contacting any other employee(s) or official(s) without prior written consent risk elimination of their
submittal from further consideration.
May 2, 2024 at 2:00 p.m. CST, a Public Acknowledgment (reading of firm names only) will be held

BTU believes that the data contained in this RFQ is sufficient for the preparation of a SOQ. Requests
for additional information will be considered depending on the RFQ time frame and the availability
of the requested information. Such information will be submitted to all known firms simultaneously.

RFQ – DEFINITIONS, TERMS & CONDITIONS
Definitions
In order to simplify the language throughout this request for qualification, the following definitions
shall apply:
BTU – Bryan Texas Utilities, a municipally owned electric utility
BTU BOARD OR BOARD – The officials appointed to the Bryan Texas Utilities Board who have
been given the authority to exercise such powers and jurisdiction of BTU business as conferred by
the City of Bryan’s Charter and Code of Ordinances
CITY OF BRYAN- Same as City
CITY- The government of the City of Bryan, Texas
CITY COUNCIL-The elected officials of the City of Bryan, Texas given the authority to exercise
such powers and jurisdiction of all City business as conferred by the State Constitution and Laws
CONTRACT- An agreement between BTU and the Firm to furnish services over a designated period
of time
FIRM- The successful Offeror of this request
OFFEROR – Organization submitting a response to this RFQ
PURCHASING- BTU’s Purchasing Department
RFQ- Request for Qualifications
SOQ- Statement of Qualifications
Receipt of Statement of Qualifications
The submitted SOQ must be received by the Purchasing Department prior to the time and date
specified (sealed or electronic). The mere fact that the SOQ was dispatched will not be considered;
the firm must insure that the SOQ is actually delivered. SOQ’s received after the date and time
specified in the Schedule of Events shall be returned unopened for lateness of mail carrier, etc., and
time/date stamp in the Purchasing Department shall be the official time of receipt.
Submittals cannot be altered or amended after the closing date. Alterations made before closing must
be initialed by Offeror guaranteeing authenticity. Submittals may not be withdrawn after the closing
date.

Reservations
BTU reserves the right to accept or reject any or all SOQs as a result of this request, to negotiate with
all qualified sources, or to cancel, in part or in its entirety, this Request for Qualifications if found in
the best interest of BTU. All SOQs become the property of BTU upon submittal.
BTU reserves the right to retain all SOQs submitted and to use any idea in a submittal regardless of
whether that firm or team is selected. Submission of an SOQ indicates acceptance by the firm of the
terms and conditions contained in this request for qualifications, unless clearly and specifically noted
in the SOQ submitted and confirmed in the contract between BTU and the firm or team selected.
Reimbursements
There is no express or implied obligation for BTU to reimburse responding firms for any expenses
incurred in preparing SOQs in response to this Request for Qualifications and BTU will not reimburse
responding firms for these expenses, nor will BTU pay any subsequent costs associated with the
provision of any additional information or presentation, or to procure a contract for these services.
Certification
SOQs must be completed and submitted as required in this document. Certification form must be fully
completed. Failure to submit the certification form within the sealed SOQ will result in the SOQ being
rejected as non-responsive.
By submitting a SOQ, the firm certifies that he has fully read and understands this “Request for
Qualifications” and has full knowledge of the scope, quantity, and quality of the services to be
furnished and intends to adhere to the provisions described herein. Failure to do so will be at the
Offerors own risk, and he cannot secure relief on pleas or error. Neither law nor regulations make
allowance for error of omission or commission on part of Firms.
Standard Contracts
Should this Request for Qualifications include any of BTU’s Standard Contracts, a statement of
willingness to utilize the BTU Standard Agreement for Consulting Services (attached) must be
provided. The Firm should review the attached Standard Form of Agreement thoroughly. Firms who
are not willing to sign the agreement without modification need not submit.
Communication
BTU shall not be responsible for any verbal communication between any employee of BTU and any
potential firm. Only written requirements and qualifications will be considered.
Management
Should there be a change in ownership or management the contract shall be canceled unless a mutual
agreement is reached with the new owner or manager to continue the contract with its present
provisions and prices. This contract is nontransferable by either party.
Payment Terms
Payment will be made in accordance with a negotiated fee schedule.
Negotiations
During the evaluation process, BTU reserves the right, where it may serve BTU’s best interest, to
request additional information or clarifications from respondents. At the discretion of BTU, all firm(s)
reasonably susceptible of being selected based on criteria set forth in this RFQ, may be requested to
