Oregon State University (“OSU” and/or “Owner”) is conducting a competitive ONE OR TWO-STEP Request for Proposals (RFP) process to retain ONE (1) Firm to provide construction services for Upper Division and Graduate Student Housing Furniture Installation (the “Project”).

OSU WILL ONLY BE ACCEPTING SEALED PROPOSALS ELECTRONICALLY - Proposals are to be submitted to bids@oregonstate.edu by the Due Date/Time.

VIRTUAL MANDATORY PRE-PROPOSAL CONFERENCE- A virtual Mandatory Pre-Proposal Conference will be held on January 11, 2024, at 1:30 PM PT via Zoom. Firms wishing to attend shall e-mail constructioncontracts@oregonstate.edu no later than 30 minutes in advance to receive the Zoom link. The email subject line should contain the Solicitation Number/Name and Firm Name.

All questions shall be submitted via e-mail to constructioncontracts@oregonstate.edu by the Question Deadline in order to be addressed. The email subject line should contain the Solicitation Number/Name and Firm Name.

NOTE: Installation services require the payment of Oregon Prevailing Wage rates to laborers. Those services are required to be performed by an entity which has a Construction Contractors Board (CCB) license in Oregon. However, that entity does not need to be the Proposer/General Contractor and may be a subcontractor. Per OSU Standards, that entity must also have a Public Works Bond on File with the Oregon Bureau of Labor & Industries (BOLI). Payment and Performance Bonding requirements as well as Builder’s Risk Insurance requirements shall be applicable per the General Conditions for Construction contained herein.

1.0 INTRODUCTION

1.2 Background. Oregon State University in Corvallis, Oregon is located within the traditional
homelands of the Mary's River or Ampinefu Band of Kalapuya. Following the Willamette Valley
Treaty of 1855 (Kalapuya etc. Treaty), Kalapuya people were forcibly removed to reservations in
Western Oregon. Today, living descendants of these people are a part of the Confederated Tribes of
Grand Ronde Community of Oregon (https://www.grandronde.org) and the Confederated Tribes of
the Siletz Indians (https://ctsi.nsn.us).
Founded in 1868 as Oregon’s land grant institution, OSU serves the state, the nation and the world as

1.3 Location. 11th & Madison in Corvallis. OSU’s Department of University Housing & Dining
Services (UHDS) is constructing a 223-bed student housing building on OSU’s main campus in
Corvallis. The Upper Division & Graduate Student Housing (UDGSH) project will be one new wood-
framed five-story apartment complex, approximately 90,000 square feet. The residential structure
will house second-year and above students in a blend of studio apartments for single-student
occupancy and two-bedroom apartment-style suites suitable for students with partners and/or
dependents. The project is building a small parking lot with bike shelter adjacent to the new building.
The building will have on-site amenities, including first-floor offices, laundry services, and student
common spaces on all five floors.
1.4 Summary of Work. Vendor to provide and install furnishings for residential spaces in the
new OSU student housing project. Anticipated furniture counts reflected in the table below. Final
items subject to adjustment at time of award. Price Points shall be based on the quantities provided
below.

Design considerations for accessibility on this project will meet or exceed OSU’s Best Practices
for Accessibility.
University Housing & Dining Services’ core values include inclusive community, specifically,
embracing the diverse collection of identities, thoughts, perspectives, beliefs, ideals, and lived
experiences of our staff and students.
1.5 Scope of Services. Proposer shall provide the following services:
A. PROJECT MANAGEMENT:
1. Provide product information when requested.
2. Verify that proposed finishes and hardware are suitable for intended applications and meet
all code compliances, if required.
3. Compile preliminary schedule information about receiving, delivery and installation
information.
4. Verify lead times and shipping dates and compare with required installation dates. Notify
OSU UHDS representative of any discrepancies.
5. Provide a weekly written update, as required, covering any changes to estimate shipping
and receiving dates to OSU’s UHDS representatives.
6. Prior to delivery or move-in, confirm scheduled shipping and delivery dates and continue

checking on a weekly basis until installation.
7. Verify critical dimensions of the job site to assure ability to deliver and install furnishings.
8. Review floor plans and walk through space with OSU’s UHDS representative to discuss
staging, delivery and installation.
9. Examine merchandise upon receipt and notify OSU’s UHDS representative of any damage.
10. Replace damaged items where repairs are not acceptable to OSU’s UHDS representative
within thirty (30) days or less.
11. Notify OSU’s UHDS representative immediately when replacement will delay installation
schedule.
12. File freight claims.
B. CUSTOMER SERVICE.
1. Customer Service/Technical Support Line, 8am-5pm (Pacific Time), Monday-Friday.
2. Point of Contact customer service representatives to handle the OSU account.
3. Written or electronic order confirmation with delivery date(s) within 48 hours.
4. Order status tracking via the OSU Purchase Order number.
5. Prompt processing of shipping claims.
6. Processing of damages within 48 hours.
7. Processing or warranty repair within 72 hours of notification.
8. Resolution of invoicing issues within 48 hours.
C. INSTALLATION.
Furniture Placement for all furniture:
1. Furniture shall be uncrated and placed in rooms according to plans provided by OSU’s UHDS
representative.
2. Install items in accordance with manufacturer’s instructions by workers skilled and familiar
with furnishings installation.
3. Furniture shall be set level, plumb, square and true.
4. Furniture to be wiped down and left in a condition ready for use.
D. WARRANTY
1. Product and service warranty services.
E. UNIVERSITY REQUIREMENTS.
1. Will ensure residence spaces are ready to receive delivery/setup of the new furniture.
2. OSU will provide a UHDS representative a point of contact for delivery/setup of the new
furniture.

3.0 QUESTIONS, SOLICITATION REVISION REQUESTS, CHANGE OR MODIFICATION, APPEALS
3.1 Questions.
3.1.1 All questions and contacts with OSU regarding any information in this RFP must be
addressed in writing via email to constructioncontracts@oregonstate.edu no later than the
Question Deadline as stated in Section 2.0. If a Proposer is unclear about any information
contained in this document or its exhibits (Project, scope, etc.), they are urged to submit
those questions for formal clarification.
3.2 Solicitation Process Revision Requests.
3.2.1 Proposers may submit a written request for change of particular solicitation process
provisions to the Construction Contracts Manager at the address or email listed in this
document. Such requests for change shall be received no later than the Question Deadline
listed above.
3.2.2 Such requests for change shall include the reasons for the request and any proposed
changes to the solicitation process provisions.
3.3 Change or Modification.
3.3.1 Any change or modification provided by the Owner for this RFP or the documents
included as exhibits to this RFP shall be made by a duly issued Addendum made available to
all firms on the OSU Business and Bid Opportunities website. It is the responsibility of each
Proposer to visit the website and download any addenda. No information received in any
manner different than as described herein shall serve to change the RFP in any way,
regardless of the source of the information.
3.3.2 OSU will not be responsible for any other explanation or interpretation of this RFP or
the documents included as exhibits to this RFP.
3.4. Appeals.
3.4.1 Appeals related to the OSU solicitation process and award decisions and actions shall
