Proposed Scope of Work
1. Initial Kick-Off Meeting
Consultant will coordinate a project kick-off meeting with the City’s project team and Brookings Municipal Utilities to review project scope, schedule, and deliverables.
Consultant will coordinate with the South Dakota Department of Agriculture and Natural Resources Waste Management division regarding proposed project, timeline, and permitting needs.
2. Right-of-Way Services
Consultant will provide right-of-way services including conditional utility permitting, notification letters to adjacent property owners along right-of-way, and coordination with utility companies for utility location.
3. Project Design Survey
Consultant will be responsible for obtaining topographic, easement, and utility surveys necessary for final design drawings.
4. Draft Design Plans
Consultant will prepare draft design plans for the proposed project. Consultant will prepare an engineer’s opinion of probable construction cost for the draft design. Consultant and City’s Project team will meet in person at a minimum of four (4) times to discuss and review the draft design
5. Final Design and Bid Administration
Consultant will submit 50% and final design drawings and specifications to SD DANR for review. Consultant will address DANR’s comments and make any necessary changes to final design.
Consultant will prepare a final bid package for the City to post on their electronic bid site. Consultant will provide bid administration services including pre-bid meeting, answering bidders’ questions, issuing required addenda, review final bid tabulation, and a bid recommendation letter.
6. Construction Administration and Observation
Consultant will perform the following project management tasks: periodic construction meetings, project planning, and oversight of the contractor.
o Pre-construction meeting. Consultant will prepare the agenda, minutes and provide any notes taken for inclusion in the minutes
o Receive shop drawings and material certifications as required for submittal and review for conformance with the plans and specifications
o Provide on-site construction observation, as needed
o Answer questions from the Contractor associated with the plans and specifications, will coordinate questions necessary to be answered by the Owner to the City of Brookings, and will record those observations and conversations
o Collect pictures of construction activities and will prepare field reports, as needed
o Track quantities and review pay applications, confirm agreement with the contractor, and inform the owner of concurrence or dispute
o Participate in one (1) substantial completion walk-through with the City of Brookings and Contractor at the same time and generate a punch list of outstanding items to be completed
o Perform one (1) Final Completion walk-through once all punch list items have been addressed and provide a project acceptance statement to the City of Brookings
o Provide all shop drawings, field reports, pay applications, change orders, certificates of completion, and any other project pertinent items to the owner for record keeping
