INVITATION TO BID
The Town of Fairfield (Town) on behalf of its Department of Public Works (DPW) is seeking competitive bids from qualified
Contractors to provide all labor, material, equipment and all else necessary for the services and equipment to augment town
Department of Public Works crews in multiple on-call situations as specified.
Initial Projects: The Town anticipates utilizing the bid proposals received for this solicitation for the projects noted below.
Repair in kind, make minor improvements, and/or restore to original condition the damaged steambank culverts and bridges
at the following locations:
o Hill Side no. Verna Hill
o Merwins Lane Culvert and Headwall
o Greenfield Hill Road
o Governor’s Lane
o Verna Hill Culvert
o Twin Brook Lane
o Brooklawn Parkway
o Old Post Road
ADDENDA / REQUESTS FOR INFORMATION (RFI)
Addenda concerning important information and/or modifications to specifications will be posted on the Fairfield Purchasing
Department website at http://www.fairfieldct.org/purchasing
It is each Bidder’s sole responsibility to monitor the above website for all updated information.
Addenda will not be mailed, e-mailed or faxed out.
Written requests for information will not be accepted after 10:00am on Tuesday, 12th December, 2023.
Verbal requests for information via phone or other means will not be accepted.
Failure to comply with these conditions will result in the bidder waiving the right to dispute bid specifications and conditions,
no exceptions.

Response will be in the form of an addendum that will be posted approximately 13th December 2023 to the Town of Fairfield
website, which is www.fairfieldct.org. It is the responsibility of each bidder to retrieve addenda from the website. Any contact
about this bid between a Bidder and any other Town official and/or department manager and/or Town of Fairfield employee, other
than as set forth above, may be grounds for disqualification of that Bidder. No questions or clarifications shall be answered by
phone, in person or in any other manner than specified above.
TERM / RENEWAL OF CONTRACT
The Town of Fairfield intends to award a (12) month contract with four (4) one-year optional renewal terms.
On (60) days advance written notice, the Town may renew the 2023 contract per the same terms and conditions, including a
mutually agreed upon optional cost of living allowance (COLA) reflecting industry standards.
Each contract extension may be offered at the sole discretion of the Town of Fairfield.
In the event that the Contractor does not perform the work in accordance with the specifications and/or scope of services, the
Town reserves the right to terminate the contract with two (2) weeks’ written notice.
SPECIFICATIONS
This bid is intended to assist the Department of Public Works crews and services for multiple on-call situations.
1. The response time shall be two (2) hours from initial call.
2. Work hours shall be 7:00 am to 3:30 pm Monday through Friday. Any additional hours before or after shall be considered over-
time and priced separately on the bid proposal page.
3. Equipment shall be priced with operators wherever indicated It is not assumed that every piece of equipment be partnered with
an operator.

RESPONSIBILITIES
1. Provide labor and equipment as needed, and for an undetermined length of time, depending on the emergency requirements, such
as, but not limited to, hurricane, nor-easter, etc.
2. Contractor shall keep proper and sufficient records necessary for reporting to any and all Federal, State, and/or Local agencies as
may be required. Contractor will be required to provide access to all records for inspection, copying and/or audit of any such
records required by any agency of the Town, State or Federal government.
3. Contractor shall, at all times, be responsible for the conduct, health and safety of its employees.
4. Ability to identify various construction materials and understand product usage for various projects.
5. Must be licensed, trained, and up to date with current OSHA rules and regulations.
6. The Contractor shall be responsible for maintenance and repair of own equipment and tools.
STORAGE OF EQUIPMENT
1. The Contractor shall store all materials, tools and equipment in areas designated only by the Department of Public Works. The
Contractor shall keep such areas clean of combustible waste.
2. Any item stored outdoors shall be stored off the ground on adequate supports, and protected with secure tarpaulins.
3. The Contractor shall provide adequate facilities for the storage of waste materials, debris, surplus materials, equipment and
rubbish, prior to removal from the site on a daily basis.
4. The Contractor shall be solely responsible for damage, loss or liability due to theft or vandalism of all materials, tools and
equipment when work is not in progress at night, weekends or holidays.
5. The Town prohibits unattended tools and equipment.
SUBCONTRACTING
The successful Contractor may not subcontract any portion of the work, unless approved by the Purchasing Authority and the
Superintendent of Public Works.
