Separate sealed bids for the construction of W.O. 23-27: Landfill Household Hazardous Waste Facility will be received by the City of Billings City Clerk, 210 N. 27th Street, Billings, MT 59101 or P.O. Box 1178, Billings, MT 59103 or bids@billingsmt.gov For security reasons, you must enable JavaScript to view this E-mail address. until 2:00 p.m. local time on Tuesday, September 5, 2023 and then publicly opened and read aloud. The bid opening will be via a Facebook Live on the City’s Facebook page: Billings MT City Government.


The project generally consists of:


Construction of a Household Hazardous Waste (HHW) Facility adjacent to the existing Drop-Off Building at the Billings Landfill. The facility consists of a thickened edge concrete slab on grade foundation with a perimeter concrete curb, pre-engineered metal canopy system, lighting and ancillary electrical work, new asphalt paving approach, and miscellaneous site grading and drainage improvements.

The plans, specifications, and the official plan holders list may be examined through this site for no charge. In addition, the Drawings and Project Manual may also be examined at www.montanabid.com .


PRE-BID CONFERENCE: There will be a non-mandatory Pre-Bid Conference for all prospective bidders held August 29, 2023, at 10:00 a.m. MT, in the Maintenance Shop Breakroom at the Billings Regional Landfill, located at 5246 Jellison Road, Billings, MT 59101. Interested CONTRACTORS are encouraged to attend.


BIDDING REQUIREMENTS: CONTRACTOR and any of the CONTRACTOR’S subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, PO Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 406-444-7734. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Yellowstone County and the state of Montana. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.


Each Bid or proposal shall be accompanied by a Certified Check, Cashier’s Check, or Bidder’s Bond payable to the “City of Billings, MT” in an amount not less than ten percent (10%) of the total amount of the bid. Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance, as required, shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided. Bids submitted via email shall have the bid bond scanned and included with the bid. Bids submitted via mail or hand delivered shall have any of the bid securities included.


No bid may be withdrawn after the scheduled time for the public opening of bids, which is 2:00 p.m. local time on Tuesday, September 5, 2023.
