REVISED - REQUEST FOR BIDS


Bids signed, sealed, executed and dated for City of Billings Work Order 19-42: West End Water

Treatment Plant Project will be received by Dick Anderson Construction at 4512 South Frontage

Road, Billings, MT 59101 until 5:00 P.M. Mountain Standard Time on November 30, 2023. All

questions are due by 5:00pm on November 13, 2023 and should be directed to Project Manager, Aaron

The City of Billings, Burns & McDonnell (Engineer), and Dick Anderson Construction, Inc. (General

Contractor/ Construction Manager), invite interested Subontractors to submit bids for the West End

Water Treatment Plant (WEWTP). Detailed Instructions to Bidders are included in the supplied

project documents.


The completed Work will provide the City of Billings with a new WEWTP located south of Hesper Road

between Shiloh Road and South 48th Street West. The WEWTP consists of conventional pretreatment,

membrane filtration, below-grade clearwell, pumping, chemical systems and administration area.

Project scope breakdowns are in the included bid packages. The project is currently at 90% Design.

This is a Montana Prevailing Wage Rates For Heavy Construction Services 2023 project. See State of

Montana website and/or project specifications for current effective labor rates. All laborers and

mechanics employed by SUBCONTRACTOR or its subcontractors in performance of the construction work

shall be paid wages at rates as required by law. Certified payroll will be required with payment

requests.
