Pre-Proposal
A pre-proposal meeting will be held at 10:00 AM CST via TEAMS video conference on Monday,
March 18, 2024. Please submit (in writing) any questions regarding this RFP. Only written
questions will be considered. It is highly encouraged that all potential proposers participate and
attend the pre-proposal.

Any contract that results from this solicitation and upon Mutual Agreement of the awarded vendor and the
District, may be extended not to exceed a total of 5 years(s). If either party intends not to renew the Contract,
that party must give written notice to the other party no fewer than ninety (90) days prior to the expiration of the
then current term of the Contract. If the District fails to timely exercise any of the options to renew, all remaining
options to renew shall expire and terminate
1.3 Requirements
LENGTH OF CONTRACT
The term of this proposal shall be for a three (3) year agreement with two (2) successive one (1) year
extensions based on the long-range needs of the District and mutual consent of both parties not to exceed
five (5) years total.
SCOPE AND SPECIFICATIONS OF THE
PROPOSAL
The Dallas Independent School District (Dallas ISD or District) is soliciting offers for the goods and/or
services specified in this document.
1. Questions concerning this solicitation document should be addressed, in writing, to the Buyer's Email.
2. Questions must be submitted by the deadline to allow sufficient time for responses prior to receipt/opening
date/time.
3. Responses to questions other than administrative questions will be provided to all potential offerors by
means of an addendum to the solicitation.
All vendors are encouraged to participate even if vendors are the sole source providers.
This proposal is being issued in accordance with Title 2 of the Code of Federal Regulations (2CFR) Part 200
and ESSER (Elementary and Secondary Emergency Relief) requirements to procure vendors who provide

and grant-funded programs.

This request for Proposal (RFP) will be for the purchase of metal detectors and service.

Section 1 - Current Status of Dallas ISD Metal Detector Deployment
Below is a description of the current deployment of Metal Detectors across Dallas ISD.
• Handheld Metal Detectors are deployed at all campuses and facilities for ad hoc and secondary
screening purposes.
• The majority of Handheld Metal Detectors are CEIA units with some legacy Garrett devices still
in use.
• Walkthrough Metal Detectors are deployed at all secondary campuses and athletic facilities for
student and visitor screening purposes.
• The majority of Walkthrough Metal Detectors are CEIA units with some legacy Pro-Tek and
Garrett devices still in use.
• Many of these legacy walkthrough metal detectors are in need of replacement.
• Large Event/High Throughput Metal Detectors are currently in limited usage within the district.
• The current Large Event/High Throughput Metal Detectors in use are are CEIA Open Gate
units.
• Proposed Walkthrough Metal Detectors should be designed to accommodate integrated
thermal screening upgrade kits. (Dallas ISD is not currently utilizing thermal screening but the
flexibility is a requirement.)
• Dallas ISD is seeking a cost-effective service and support agreement for its metal detectors.
Section 2 - Requirements
2.1 Handheld Metal Detectors are to meet the following key requirements.
• Compliant with National Institute of Justice (NIJ) Standard 0602.02 (or later)
• Adjustable sensitivity to detect guns, knives, razor blades, foil-wrapped drugs, and
other metal objects
• Ergonomic design
• Offset hand grip to reduce interference from the operator's hand
• Rounded edges and corners to allow the detector to pass smoothly during inspections
• Uniform sensitivity to magnetic and non-magnetic targets including stainless steel
• High immunity to external disturbance (electromagnetic and mechanical)
• Rugged design suitable for indoor and outdoor use
• Prolonged and uninterrupted functioning with an extended duration of battery life
• Automatic low power mode during screening pauses
• Embedded fast battery charger and dedicated charging/docking station

• Customizable operator functions through PC GUI and USB connection
• Current pre-approved Handheld Metal Detectors in use in Dallas ISD include the following.
• CEIA PD140N
• CEIA PD240
• Garrett Super Scanner V
• Dallas ISD will accept pricing for comparable alternative Handheld Metal Detectors.
Comparable alternatives will be subject to Dallas ISD internal vetting prior to any purchases.
• Please attach or provide your catalog pricing and or catalog discount of accessories for the
Handheld Metal Detectors you are proposing. Common accessories include the following:
• Carrying case
• Holster
• Tether
• Rechargeable batteries
• Charging station
• Testing / calibration kit
• All Handheld Metal Detectors must come with a minimum one (1) year warranty on equipment.
• The vendor will provide shipping and delivery for all purchased Handheld Metal Detectors.
2.2 Walkthrough Metal Detectors (traditional portal) are to meet the following key requirements.
• Walkthrough Metal Detectors are to meet the following key requirements.
• Compliant with National Institute of Justice (NIJ) Standard 0601.02 (or later)
• Adjustable sensitivity to detect rifles, guns, knives, razor blades, and other metal objects
• Uniform sensitivity to magnetic and non-magnetic targets including stainless steel

• Programmable for customizable sensitivity levels
• Programmable audio signals, tones, and volume
• Minimum of 60 localization detection zones with visual zone indication

• Current pre-approved Walkthrough Metal Detectors in use in Dallas ISD include the following.
• CEIA HI-PE Plus
• Dallas ISD will accept pricing for comparable alternative Walkthrough Metal Detectors.
Comparable alternatives will be subject to Dallas ISD internal vetting prior to any purchases.
• Please provide your catalog pricing and/or catalog discount of accessories for the Walkthrough
Metal Detectors you are proposing. Common accessories include the following.
• Weatherproof cover
• Replacement power supply
• Thermal screening kit
• Testing / calibration kit
• All Walkthrough Metal Detectors must come with a minimum two (2) year warranty on
equipment and software.
• The vendor will provide shipping, delivery, installation, and initial setup for all purchased
Walkthrough Metal Detectors.
• At installation, the vendor is required to complete an inventory list of all equipment installed
which will include make, model, part numbers, serial number, district provided asset tag
number, location on campus of the unit, install date, and the technicians name.
• The vendor will provide a copy of the above inventory list and all unit paperwork to the principal,
as well as demonstrate unit functionality to the principal and/or their designees.
• Accompanying invoice submittal, the vendor will provide a copy of the completed inventory list
and photographic proof of installation including wide area pictures of each Walkthrough Metal
Detector (front and back), unit serial number, and district provided asset tag affixed to the unit.
2.3 Large Event/High Throughput Metal Detectors (Stand-alone Systems)
• For the purpose of fairly evaluating submissions, we will divide Large Event/High Throughput
Metal Detectors into the following two subcategories.
• Stand-alone Systems - these are typically at a lower price point with simpler
deployment.
• Integrated Systems - these are typically at a higher price point and feature multiple
options for integrations with external systems such as CCTV.
• Large Event/High Throughput Metal Detectors are to meet the following key requirements.
• Compliant with National Institute of Justice (NIJ) Standard 0601.02 (or later)
• Adjustable sensitivity to detect rifles, guns, knives, and other metal objects
• Uniform sensitivity to magnetic and non-magnetic targets including stainless steel
• High immunity to external disturbance (electromagnetic and mechanical)
• Rugged design suitable for indoor and outdoor use
• Programable for customizable sensitivity levels
