Pre-Proposal
A pre-proposal meeting will be held at 9:00 AM CST via TEAMS video conference on Monday,
March 18, 2024. Please submit (in writing) any questions regarding this RFP. Only written
questions will be considered. It is highly encouraged that all potential proposers participate and

Any contract that results from this solicitation and upon Mutual Agreement of the awarded vendor and the
District, may be extended not to exceed a total of 5 years(s). If either party intends not to renew the Contract,
that party must give written notice to the other party no fewer than ninety (90) days prior to the expiration of the
then current term of the Contract. If the District fails to timely exercise any of the options to renew, all remaining
options to renew shall expire and terminate
1.3 Requirements
LENGTH OF CONTRACT
The term of this proposal shall be for a three (3) year agreement with two (2) successive one (1) year
extensions based on the long-range needs of the District and mutual consent of both parties not to exceed
five (5) years total.
SCOPE AND SPECIFICATIONS OF THE
PROPOSAL
The Dallas Independent School District (Dallas ISD or District) is soliciting offers for the goods and/or
services specified in this document.
1. Questions concerning this solicitation document should be addressed, in writing, to the Buyer's Email.
2. Questions must be submitted by the deadline to allow sufficient time for responses prior to receipt/opening
date/time.
3. Responses to questions other than administrative questions will be provided to all potential offerors by
means of an addendum to the solicitation.
All vendors are encouraged to participate even if vendors are the sole source providers.
This proposal is being issued in accordance with Title 2 of the Code of Federal Regulations (2CFR) Part 200
and ESSER (Elementary and Secondary Emergency Relief) requirements to procure vendors who provide

PROPOSAL
goods purchased by Dallas ISD using federal dollars. This proposal may be used with local, state, federal,
and grant-funded programs.
PURPOSE OF REQUEST FOR PROPOSAL (RFP)
This Request for Proposal (RFP) will be for the selected Consultant to be required to manage and perform
all aspects of Hazardous and NonHazardous Material Waste, Biological Waste, Special Waste, Hazardous
Spill, and Chemical Clean-up, Chemical Lab Packing Services, Environmental Compliance, Hazardous
Waste Transportation and Disposal, the monitoring, completion, and timely submission of all forms and
reports required by all environmental regulatory agencies.
PROPOSAL SPECIFICATIONS
The Consultant must demonstrate in their proposal the following items:
1. The Consultant has sufficient experience and competence to perform all the hazardous materials
management and waste disposal duties required.
2. The Consultant shall have the necessary equipment, materials, supplies, and facilities to remove,
transport, and properly dispose of hazardous waste.
3. The Consultant shall be licensed and certified to transport hazardous materials and hazardous waste in
the State of Texas and shall have proper insurance for the transportation of hazardous materials.
4. The Consultant, their analytical laboratories, transporters, and all disposal facilities used for services are
properly permitted and/or certified by all necessary governmental, public, and quasi-public authorities having
jurisdiction over them and the services provided.
5. The Consultant must demonstrate three (3) years prior documented experience of a similar Scope and
Nature in the following three (3) areas:
a. Performance of annual science lab inventories at various school district sites.
b. Conducting investigations, sampling, analysis of hazardous materials located at various school district
sites and making appropriate recommendations.
c. Providing all necessary labor, equipment, supervision, materials and transportation for the proper
packaging, labeling, collection, transporting, testing, storage, and disposal of hazardous waste generated at
various school district sites.
6. The Consultant shall provide and maintain sufficient organization, personnel, and management to carry
out the requirements of this RFP. The Consultant will assign personnel having the necessary experience,
skill and knowledge required to perform the respective services.
7. The Consultant shall provide documentation that employees have obtained the required licenses and
training for the work performed by them pursuant to this RFP, and have received OSHA required medical
exams, and have successfully completed forty (40) hours of hazardous waste training and 8-hour refreshers
as provided for in the Hazardous Waste Operations and Emergency Response Act, 40 CFR Section
1910.120.
8. The Consultant has thoroughly familiarized themselves with all Federal, State, and Local laws,
ordinances, codes, rules, regulations, actions, orders, and permits applicable to the packaging, labeling,
collection, transportation, treatment, testing, storage, clean-up and disposal, manifesting, and permitting of
universal and hazardous waste.

9. The Consultant is thoroughly familiar with the local conditions under which the services required
hereunder are to be performed.
10. Upon request, the Consultant shall promptly furnish Dallas ISD's Office of Environmental Health and
Safety, any such additional information as is reasonably necessary to verify the consultant's ability to
perform the services required under this contract.
11. During the performance of its services, the Consultant shall comply with all Federal, State, and Local
laws, ordinances, codes, rules, regulations, actions, orders, and permits pertaining to the packaging,
labeling, collection, transportation, treatment, testing, storage, clean-up, and disposal, manifesting and
permitting of hazardous waste, including, but not limited to, the following:
a. USA Environmental Protection Agency (EPA)
b. Texas Commission on Environmental Quality (TCEQ)
c. Texas Department of State Health Services (TDSHS)
d. Texas Department of Transportation (DOT) Regulations
e. Hazardous Waste 40 CFR 8. Occupational Health and Safety (OSHA) 29 CFR
12. The Consultant shall supply emergency response services twenty-four (24) hours a day, seven (7) days
a week. The Consultant shall supply personnel who will respond on site and can be contacted twenty-four
(24) hours a day.
13. Dallas ISD makes no guarantee as to the number or frequency of the spills, and the Contractor will be
requested to provide services on an "as needed " basis only.
INSTRUCTION AND REQUIREMENTS FOR
OFFER SUBMITTAL
The Offeror shall furnish to the District all information and data requested by the District to determine the
Offeror's qualifications and responsibilities. The requested information must be provided using the PDF
version of the solicitation where indicated--do not reference other parts of the Offer or other documents. All
answers must be complete and stand-alone. Failure to follow directions using the PDF version of the
solicitation may result in the Offer being disqualified or deemed nonresponsive. The Offerors shall familiarize
themselves with the relevant conditions in the material and labor markets prior to the submission of an offer.
By submitting an offer, Offeror represents that it has familiarized itself with existing and future market
conditions and agrees to perform in full accordance with the Offer. The Offeror must comply with any
insurance, bid bond, or liability requirements of the District as noted elsewhere in this solicitation document.
The Offeror must include pertinent literature/documentation for the proposed products/goods or services. If
Offeror requires a credit application or similar documentation to conduct business with Dallas ISD after
awarding of any Contract, those documents must be submitted at the time of Offer submission.
Dallas ISD prefers responses to be submitted online via our electronic system. Please register with the
iSupplier portal https:https://www.dallasisd.org/domain/143 This process takes up to a week, Dallas ISD
asks the vendor to please register as early as possible to allow time for electronic responses. Submissions
may be submitted manually. Manual submissions must be delivered to the Procurement Services
Department, in a sealed envelope by the date and time stated. No fax or email submissions will be
accepted. Only one format is needed. The manual submission shall consist of one (1) original hard copy.
