A pre-proposal meeting will be held at 9:00 AM CST via TEAMS video conference on Tuesday,
February 27, 2024. Please submit (in writing) any questions regarding this RFP. Only written
questions will be considered. It is highly encouraged that all potential proposers participate and

Any contract that results from this solicitation and upon Mutual Agreement of the awarded vendor and the
District, may be extended not to exceed a total of 5 years(s). If either party intends not to renew the Contract,
that party must give written notice to the other party no fewer than ninety (90) days prior to the expiration of the
then current term of the Contract. If the District fails to timely exercise any of the options to renew, all remaining
options to renew shall expire and terminate
1.3 Requirements
LENGTH OF CONTRACT
The term of this proposal shall be for a three (3) year agreement with two (2) successive one (1) year
extensions based on the long-range needs of the District and mutual consent of both parties not to exceed
five (5) years total.
SCOPE AND SPECIFICATIONS OF THE
PROPOSAL
The Dallas Independent School District (Dallas ISD or District) is soliciting offers for the goods and/or
services specified in this document.
1. Questions concerning this solicitation document should be addressed, in writing, to the Buyer's Email.
2. Questions must be submitted by the deadline to allow sufficient time for responses prior to receipt/opening
date/time.
3. Responses to questions other than administrative questions will be provided to all potential offerors by
means of an addendum to the solicitation.
All vendors are encouraged to participate even if vendors are the sole source providers.
This proposal is being issued in accordance with Title 2 of the Code of Federal Regulations (2CFR) Part 200
and ESSER (Elementary and Secondary Emergency Relief) requirements to procure vendors who provide

goods purchased by Dallas ISD using federal dollars. This proposal may be used with local, state, federal,
and grant-funded programs.
PURPOSE OF REQUEST FOR PROPOSAL (RFP)
This Request for Proposal (RFP) will be for the purchase of diesel, gasoline, and propane to transport
students. Dallas ISD comprises 384 square miles and encompasses the cities of Dallas, Seagoville, Wilmer,
and parts of Lancaster. The District is the second-largest public school district in the state and the 14th-
largest district in the nation. The District serves approximately 155,000 students in prekindergarten through
the 12th grade in 230 schools, employing nearly 20,000 dedicated professionals.
Dallas ISD's student transportation bus fleet consists of over 1000 buses of various passenger sizes, various
manufacturers, various fuels (diesel, gasoline, and propane), and ages ranging from 1998 models to 2022
models. Dallas ISD is initiating a long-term purchase plan to replace an aging bus fleet. Dallas ISD
anticipates purchasing approximately one hundred (100) buses per year for the next five (5) years. Dallas
ISD will accept buses as they are ready, i.e., multiple deliveries, and will pay for each delivery after receipt,
inspection, and acceptance of the buses by Dallas ISD. Offeror is encouraged to provide a detailed delivery
schedule by model and quantity over a specified timeframe in an expedient manner. Dallas ISD desires to
have all the buses be the same manufacturer and model year; however, the District is not averse to having
different manufacturers/model years if necessary or deemed in the best interests of the District.
Specifications for each type of bus (passenger size and fuel type) are identified in the appendix and
specifications under separate cover and incorporated by reference. Specifications are meant to generate
competition, so minor changes/deviations will be considered; however, these changes/deviations must be
noted by the Offeror. District is not directing nor selecting a particular manufacturer or model, the
specifications are designed to provide substantially the capabilities and features desired. Offerors are
encouraged to provide discounts, quantity price breaks, or similar cost-reduction alternatives in their offers.
Offerors may submit purchasing cooperative prices (Buy Board, HGAC, etc.); however, the terms and
conditions of this RFP apply, and offerors must submit documents required in this RFP.
PROPOSAL SPECIFICATIONS
Type A School Buses
1. Purchase gas and/or propane school buses for route and special needs applications
2. Type A, Van Cutaway Style (10, 14, 19, and 26 Passenger sizes)
3. DOT inspection to be included on new buses.
4. Provide training for district fleet technicians and any available diagnostic support.
5. Bus must meet or exceed all current State of Texas Specifications for School Buses as published by the
Texas Department of Public Safety specified under Transportation Code Title 7, Chapter 547.7015,
Education Code 34.002 and Texas Administrative Code, Title 37, Part 1, Chapter 14.
6. The vendor should have an established brick-and-mortar facility to repair school buses, address warranty,
and recall repairs/services within 24 hours.
7. Provide warranty on new school buses: Engine 3 years/36,000 miles; Bumper to Bumper 2 years; Towing
2 years; AC (HVAC) 3 years
8. Vendor must provide detailed floor plans with RFP.
