Interested parties must bring measuring devices and notepads to personally confirm
any measurements. This meeting may be conducted outside at the location, please
dress appropriately . Face masks and social distancing are required; please follow
all COVID guidelines during the meeting.
Submittal Deadline: November 30, 2020 at 11:00:00 AM
Bids received after this deadline will be rejected and an email notice will be sent.
Submittal Information: Bids may be mailed, hand delivered, or submitted electronically. Mailed and hand delivered
bids must be delivered to the City’s Purchasing Department, 230 South Mechanic Street, Pueblo, Colorado, 81003,
719-553-2350 and clearly marked with the bid number and name. Electronic bid submittals must be sent to
OnlineBids@pueblo.us. Bidders must enter the following in the subject line of the email: “SEALED BID 20-060 –
Your Company Name.” Submittals will be opened no sooner than Submittal Deadline listed above.
Note: Due to the COVID-19 Pandemic, bid openings will not be open to the public. However, if you would like a
copy of the bid summary, a copy will be posted on the Purchasing Department website within 24 hours of the bid
opening.

In general, the successful bidder will rework the secondary clarifier by removing sections, installing, new equipment,
and welding as needed to make the update the clarifier for proper use at the Water Reclamation Facility. Submitted
prices are to include all charges for work, materials, parts, supplies, shipping/handling, unloading, insurance, and
equipment necessary to supply the commodity as listed within this Invitation for Bid.
Prospective bidders must satisfy themselves by personal examination of the delivery location and the proposed
delivery schedule as to the correctness of any items requested in this IFB. Bidder shall not, after submission of bid,
dispute or complain of such cost estimate, nor assert that there was any misunderstanding in regard to the nature or
amount of work required to complete delivery and unloading of items.
The City reserves the right to reject any and all bids for any or all items covered in the Invitation to Bid, to waive
informalities or defects in bids or to accept any bid as it shall deem to be in the best interest of the City. All awards
shall be contingent upon appropriation of the necessary funds and only after the receipt of a Purchase Order.
All bids are subject to the conditions shown herein. For information about bid procedures or technical questions
regarding this request interested parties may contact the Purchasing Department at purchasing@pueblo.us. All
questions must be presented no later than three (3) business days prior to submittal deadline.

SECTION 2.
SCOPE OF SERVICE
2.1 This specification is intended to define the minimum requirements for the rework of the Secondary Clarifier
at the Water Reclamation Facility. Submitted prices are to include all charges for work, installation, labor,
administration, parts, materials, supplies, shipping/handling, unloading, insurance, equipment, and disposal necessary
to supply the commodity as listed within this Invitation for Bid. Award determination will be based on availability,
pricing, delivery, warranty, etc. as best meets the needs of the City of Pueblo.
2.2 Workmanship and material to be first quality throughout; in the absence of comment on particular points,
industry standard practice should be presumed to prevail.
2.3 All standard factory equipment shall be included; no deletions of standard/factory equipment will be
permitted unless specifically superseded in these specifications. Accessories not specifically mentioned herein, but
necessary to furnish a complete unit ready for use, shall also be included.
2.4 Required warranty on all workmanship and Contractor provided parts, supplies, materials, etc. for minimum
of one (1) year.
2.5 City shall turn off secondary clarifier and drain prior to start of work. Project Manager will coordinate with
awarded bidder (Contractor) for timing.
2.6 Once the clarifier is down and drained, awarded bidder (Contractor) shall be responsible to complete the
following under the instruction of the City’s Project Manager:

Remove old drum in the bottom of the clarifier
Remove old AR plate in the bottom of the clarifier
Weld rolled steel (provide by the City) to the scum trough (20 foot in the air in the clarifier)
Install new AR plate (Contractor shall provide new AR plate)
Grout AR plate with non-shrink grout
Paint the drum (drum provided by City) with submersible epoxy grade paint
Install new drum per specification and modify for the AR plate
Install seal at the bottom of drum to the AR plate (seal provided by City)
Contractor must complete all work to properly functioning and working order
Additional details shown on drawing (Appendix B)
2.7 All work must be completed and inspected as needed by City or other authorized personnel by March 8,
2021. Refer to Section 3.54 regarding Liquidated Damages for Contractor delays.
2.8 Any damaged structures or concrete shall be returned to the same condition as prior to project work.
2.9 Contractor shall also be responsible to properly dispose of removed material in safe manner following all
federal, state, and local requirements. Contractor shall be responsible for daily cleanup and removal/disposal of all
waste during the removal and installation phases of project. No additional fees will be paid by the City for disposal of
heater or any other materials.
2.10 Contractor shall install all necessary components and shall be required to follow all federal, state, and local
regulations for such services and shall be responsible to obtain any/all permits required for such service. Additionally,
Contractor shall complete all inspections necessary to meet use requirements, warranty requirements, etc. and City
shall not be liable for any additional fees to complete this portion of the project.
2.11 Bidder acknowledges that they are qualified in this area of work and have experienced personnel able to
provide the required services. Work shall be done by a qualified contractor who has been in business for at least five
(5) years. Please provide references for recent projects of similar size and scope including contact information for
each company/location. Failure to provide this information may result in the bid being declared non-responsive.
