The project runs along 1st St. S. from 10th Ave. S. to 5th Ave. S., 2nd St. S. from 10th Ave. S. to 5th Ave. S., 3rd Street from 10th Ave. S. to 5th Ave. S., as well as along the avenues from 10th Ave. S. to 5th Ave. S. The scope of work includes replacement of existing water mains and gravity sanitary sewer lines, roadway reconstruction, new curb and gutter work, new driveways, parking and sidewalks, drainage improvements, lighting and electrical, and signing and pavement marking. The work includes, but not limited, to the following:
Work will include reconstruction of the roadway, sidewalk, curb and gutters within project limits per typical section. Existing water, sewer and stormwater pipes and lines are to be reconstructed within project limits. Parking areas are to be paved with concrete with fiber mesh as shown in the plans. Driveways are to be reconstructed as shown in the plans. Sewer manholes throughout project limits are to be removed and replaced with a lined manhole or to be lined and rehabilitated as shown in the plans. Construction within project limits to also include, service adjustments, replacement of valve covers and meter boxes, electrical junction box adjustments and electrical pull box covers, installation of curbing, utility protection including gas, phone, cable, underground electric, sewer and water. The contractor is to coordinate with property owners to maintain business and residential pedestrian access as well as emergency vehicle access within project limits.

Each bid must contain either evidence of the Bidder’s qualifications to do business in the area where the projects are located or covenant to obtain such qualifications prior to award of Contract.
To demonstrate his qualifications to perform the Work, each Bidder shall submit with his Bid written evidence as to his financial status, previous successful contractual and technical experience in similar work including references, description, and volume of present commitments, evidence of possession of, or covenant to obtain prior to award of Contract, valid state, county, and local licenses covering all operations and all areas of political jurisdiction involved in the Work of this project and such other data as may be requested by the CITY. No bidder/company will be issued a contract for the work, who in the past seven (7) years has filed for bankruptcy personally or has been an owner/officer or principal
of a firm, which has filed bankruptcy in the past seven (7) years.
Contractor must be able to exhibit to the City of Jacksonville Beach that he can perform a minimum of 30% of the total contract work with their own labor work force.
