Sealed Statement of Qualifications (SOQ’s) will be received by the Paulding County Department of
Finance, 240 Constitution Boulevard, Dallas, GA 30132 until:
10:00 AM, E.S.T. on Wednesday, November 22, 2023
For the project known as:

Statement of Qualifications will be received no later than 10:00 AM EST in the Finance Department
Purchasing Division, 2nd floor, 240 Constitution Boulevard, Dallas, GA 30132. Proposals received after the
designated time will not be considered. The OWNER of the project is the Paulding County Board of
Commissioners.
The approximate extent and character of the Work is generally described as follows:
Paulding County (County) is soliciting Statement of Qualifications from qualified firm(s) to provide
consultant services for a Scoping Phase for PI 0019801 for the widening and improvement of Dallas
Acworth Highway, between Mt. Tabor Church Road/ Frey Road to SR 92/ Cedarcrest Road.
Proposers shall inform themselves concerning Georgia Laws and comply with same.

To obtain a full copy of the RFQ, submit a written request via email to purchase@paulding.gov stating your
name, company and contact information. The telephone number to the Purchasing Department is 770-443-
7512. There is no charge to request this proposal.
Each Statement of Qualifications requires two (2) submittal per package. The Statement of
Qualifications (1 original and 5 copies) must be completed and submitted in a SEALED
ENVELOPE, addressed to the OWNER. Each sealed envelope containing a SOQ must be plainly
marked on the outside as,

and include on the envelope the due date and time along with the company or individual
submitting the proposal. An electronic copy (on a thumb or flash drive) must be included in a
SEALED ENVELOPE, addressed to the OWNER.
NO COST SHOULD be referenced in the SOQ.
If the SOQ is forwarded by mail, the sealed envelope containing the proposal must be enclosed in a separate
mailing envelope to the attention of the OWNER at the address previously given.
A non-mandatory pre-proposal meeting will be held at the Paulding County Board of Commissioners Board
Meeting Room, 240 Constitution Boulevard, 2nd floor, Dallas, Georgia 30132 on Tuesday November 7, 2023
at 10:00 A.M. Attendance is not mandatory.
Based on the SOQ’s submitted in response to the RFQ, the Selection Committee will review and identify
three (3) to five (5) firms which will be short listed. The firms short listed as finalist will receive notification
and final instructions regarding Phase II Technical Response will be shared at that time. No work should
begin on Phase II until notifications have been sent.
Paulding County will consider the competency and responsibility of bidders in making the award. The
Georgia Security and Immigration Compliance Act Affidavit form must be submitted with all bid packages.
Paulding County reserves the right to reject any and all proposals, to waive informalities and technicalities, to
reject portions of the proposals, and to award contracts in a manner consistent with the County and the laws
governing the State of Georgia.
