Sealed proposals will be received by the Paulding County Department of Finance, 240 Constitution
Boulevard, Dallas, Georgia 30132 until:
10:00 A.M., Monday, March 1, 2024
For the Project known as:

Harmony Grove Church Road Extension Project

Proposals will be opened and read aloud at the 2nd floor Conference room, 240 Constitution
Boulevard, Dallas, Georgia 30132 at 10:00 AM EST. Proposals received after the designated time
will not be considered. The OWNER of the project is the Paulding County Board of
Commissioners. The Engineer/Architect for the project is the Paulding County Department of
Transportation.
The approximate extent and character of the Work is generally described as follows:
This project consists of constructing a new two lane urban roadway section from the
existing signalized intersection of Cedarcrest Road and Harmony Grove Church Road
to the next middle school exit road. Work consists of but not limited to clearing,
grading, curbing, storm drain, asphalt, and thermoplastic striping.
Bidders shall inform themselves concerning Georgia Laws and comply with same.
Bidding Documents are available for review by prospective bidders at the Paulding County
Purchasing Department, located at 240 Constitution Boulevard, Dallas, Georgia 30132, 2nd
floor, telephone number: 770-443-7512. Questions regarding the bid process or plan specific
questions should be directed to this same office.
All Bids must be on the BID PROPOSAL UNIT PRICE FORM furnished with the Plans and
Contract documents. The project has an anticipated start date 45 days after bid opening. The
Completion Date of this project is 12 months from the issuance of the Notice to Proceed.
The roadway needs to be on binder and open to traffic, no later
than August 1, 2024
Incentives equal to the daily damage amount will be awarded to
the winning bidder for every business day prior to August 1, 2024
that the road is open to traffic.
Damages equal to the overall contract liquidated damages will be
charged for every business day the road is not open to traffic after
August 1, 2024
Each Bid must be accompanied by a Bid Bond with good and sufficient surety or sureties approved
by the owner for faithful acceptance of the contract, payable to, in favor of, and for the protection
of the OWNER in an amount equivalent to five percent (5%) of the total amount payable by the
terms of the contract or, in lieu thereof, in the form of a certified check, cashier’s check, or cash in
an equal amount.
The successful bidder will be required to furnish payment and performance bonds with the executed
Agreement meeting the requirements of the Contract Documents and executed on the forms
attached to the Agreement. The terms and time for payment are set forth in the Agreement.
Requests for payments are due by the FIFTH (5th) of the month for payment by the TWENTIETH
(20th).
Surety and insurance companies must have an AM Best rating of A-6 or greater, be listed in the
Federal Registry of Companies holding Certificates of Authority and Acceptable Sureties on
Federal Bonds, be licensed by the Georgia Insurance Department and the Georgia Secretary of State
to do business in the State of Georgia.
All Bids will remain subject to acceptance for 60 days after the day of the bid opening, but OWNER
may, in its sole discretion, release any Bid and return the Bid security prior to that date.
Owner reserves the right to award bids in whole, or in part, by the type of work to be performed, as
defined by the plans and specifications for this project.
Each bid must be submitted in a SEALED ENVELOPE, addressed to the OWNER. Each sealed
envelope containing a Bid must be plainly marked on the outside as,

If bid is forwarded by mail, the sealed envelope containing the Bid must be enclosed in a separate
mailing envelope to the attention of the OWNER at the address previously given.
All work performed for this project will be in accordance with Georgia Department of
Transportation Standard Specification for Construction of Roads and Bridges, Current Edition,
attached modifications and special provisions.
The OWNER reserves the right to reject any or all Bids, to waive formalities and re-advertise.
