RFP 23/24-1667 Expanded Learning Programs
NOTICE IS HEREBY GIVEN that sealed proposals will be received in the Office of the Sr. Director of Purchasing
of the Fontana Unified School District, located at 9680 Citrus Avenue, Building #30, Fontana, California, on or
before 2:00 P.M., on the 7th day of February 2024 for: RFP NO. 23/24-1667 EXPANDED LEARNING
PROGRAMS.
Specifications for the RFP are available and downloadable on the Fontana Unified School District’s website at
https://www.fusd.net/bids. All notifications, updates and addenda will be posted on the District’s website. Proposers
shall be responsible for monitoring the website to obtain information regarding any revisions for this solicitation.
Failure to respond to required updates may result in the determination of a nonresponsive proposal. No proposal
may be withdrawn for a period of sixty (60) calendar days after the date set for the opening of proposals.
All questions/requests for information/clarifications must be submitted, in writing, to email address
bidinquiries@fusd.net, and received no later than 4:00 p.m. on January 26, 2024. Please direct all correspondence
with the subject line, “RFP No. 23/24-1667 Expanded Learning Programs”. No other questions or requests for
information will be accepted after this date and time.
It is each proposer’s sole responsibility to ensure its proposal is timely delivered and received at the location
designated above. Any proposal received at the designated location after the scheduled closing time for receipt of
proposals shall be returned to the proposer unopened.
The Board of Education reserves the right to reject any or all proposals and waive any irregularities or informalities
in any proposal or in the RFP process; and to accept or reject any items thereon.

GENERAL INFORMATION AND INSTRUCTIONS TO PROPOSERS
1. GENERAL BACKGROUND ON THE DISTRICT
The Fontana Unified School District is a community united to ensure that every student is prepared for

Fontana Unified School District is located in the heart of the Inland Empire area of Southern California.
The District is currently the second largest school district in San Bernardino County, with a student
enrollment of approximately 34,000 students. Today, the District has thirty elementary, seven middle,
five high schools and two continuation high schools. For additional information on the District visit

2. PURPOSE OF THE RFP
The Fontana Unified School District (FUSD) is soliciting and issuing this Request for Proposals (“RFP”)
from interested parties who can provide Youth Enrichment Programs for District students during before,
and/or after school, summer sessions, and intersessions. The program must integrate with the regular
school day and other expanded learning opportunities while providing a safe physical and emotional
environment, opportunities for relationship building and promotion of active student engagement.
A. The program will be funded through the After-School Education and Safety Program (ASES)
grant. The grant’s purpose is to create incentives for establishing locally-driven Expanded
Learning programs, including after school programs that partner with public schools and
communities to provide academic and literacy support, and safe, constructive alternatives for
pupils in Kindergarten and grades 1 – 8. Respondents are encouraged to view and to become
familiar with the ASES grant and ELO-P requirements.

B. Expanded Learning Opportunities Program (ELO-P) provides funding for before, after school,
intersession, and summer school enrichment programs for Kindergarten, Kindergarten and
grades 1-8. “Expanded learning” means before school, after school, summer, or intersession
learning programs that focus on developing the academic, social, emotional, and physical needs
and interests of pupils through hands-on, engaging learning experiences. Expanded learning

programs are pupil-centered, results driven, include community partners, and complement, but
do not replicate, learning activities in the regular school day and school year. Requires 30
additional 9-hour non-instructional days to be provided each year.

3. INSTRUCTIONS TO PROPOSERS
A. Requests for Proposals- All vendors are invited to submit a proposal in accordance with the
terms and conditions stated in the Request for Proposals (RFP) to provide expanded learning
opportunities before and/or after school and 30 non-instructional days that contributes to the
improvement of student academic achievement and overall student success. A copy of the RFP
documents is available and downloadable on the Fontana Unified School District’s website at

website. Proposers shall be responsible for monitoring the website to obtain information

4. SUBMISSION OF PROPOSALS
TIME AND PLACE OF PROPOSAL SUBMISSION
Sealed proposals will be received in the Office of the Director of Purchasing at Fontana Unified
School District (hereinafter called “District”), Purchasing Department, 9680 Citrus Avenue, Building
#30, Fontana, CA 92335, on or before 2:00 P.M., on February 7, 2024. Proposals received after this
time will not be considered and will be returned to proposer unopened. Proposals received electronically
will NOT be accepted.
A. Each proposal must be received in the Purchasing Department, Fontana Unified School District,
9680 Citrus Avenue, Building #30, Fontana, California, by the time prescribed in the RFP. Each
proposal shall be in a sealed envelope, bearing the name of the proposer, RFP number, date, and
hour specified for public opening. Any proposal received at the designated location after the
scheduled closing time for receipt of proposal shall be returned to the proposer unopened.
Proposals received via email or fax will not be accepted.
B. Before submitting a proposal, proposers shall carefully examine specifications, and the forms of
other documents. They shall fully inform themselves as to all exiting conditions and limitations
and shall insure that all costs are reflected in the proposal. No allowance will be made because
of lack of such examination or knowledge.
