REQUEST FOR PROPOSALS
PLANNING CONSULTANT SERVICES

The Department of Planning and Development of the City of Peekskill, New York, invites the submission of
proposals for professional planning consultant services from qualified planning firms or individuals with
experience in providing professional services to municipalities for planning-related work. This is an
opportunity for a skilled planner(s) to contribute to an historic growing city in collaboration with the broader
planning team while following a flexible work schedule.
I. SCOPE OF SERVICES:
1. Conduct professional plan review, New York State Environmental Quality Review (SEQR), and
application management in connection with applications for land use, site plan approval,
subdivisions, and related applications and matters brought before the Peekskill Planning
Commission (PC) and Zoning Board of Appeals (ZBA) under general consultation with Planning
Director
a. Est. 50-60 staff reports per year across the PC and ZBA
b. Requires familiarity with zoning practices and standards and ability to learn and apply Peekskill
zoning code
c. Requires knowledge of NY SEQR regulations and practices
2. Produce written reports, technical reviews, comments and recommendations with respect to PC
and ZBA applications;
3. Lead or participate in field trips with the Planning Commission and other City Officials in
connection with the review of application;
4. Render advice in connection with the planning, traffic, local zoning, and NY SEQR environmental
matters;
5. Attend and work collaboratively with the Planning Director, PC Chair, and Zoning Coordinator to
manage monthly meeting operations and public hearings of the Peekskill Planning Commission
a. Support agenda management
b. Brief PC Chair and Vice Chair prior to meetings;
6. Respond to zoning inquiries from applicants and the general public;
7. Provide additional planning services as requested by the Director of Planning; dependent upon
consultant expertise but may include
a. Structuring and implementing planning studies and research
b. Conducting zoning analysis for specific sites
c. Writing zoning text to create new or updated regulations
d. Supporting Comprehensive Plan work
e. Conduct urban design studies
f. Support public engagement;
8. On-site in-office work expected to average 12 days per month; required to participate in weekly
check-ins with the Planning Director.
II. REQUIRED CONTENT OF PROPOSALS:
1. Description of the firm and description of services of a similar type and scope;
2. Resume of the planner who will be assigned to this scope of work, as well as any assisting planners,
if applicable;
3. The assigned planners’ experiences with similar scopes of work;
4. Three client references for the firm and three for the planner to be assigned to Peekskill;
5. A one-page narrative explaining the firm’s interest in this scope of work, particular abilities, and
qualifications related to this assignment;
6. Planner’s hourly rates for planning evaluations, preparation of reports, and site inspections for the
calendar years 2024, 2025, and 2026. Provide separate fee schedules to undertake municipal work
and private applicant work.
Please note that all reimbursable expenses (travel, phone, copies, etc.) must be included in the
hourly rates.
III. AWARD CRITERIA
The City will review proposals, conduct interviews, and hire a consultant to perform the required work,
based on the following:
1. Experience and qualifications of respondent (50%)
2. Quality of proposal/interview and proposal completion (30%)
3. Financial Terms (20%)

The City of Peekskill retains the right to reject any and all submittals with or without cause. The City also
reserves the right to consider and rely upon factors other than pricing in its selection process.
IV. TERMS OF CONTRACT
Selected consultant will be required to sign a consultant services agreement which will be for an initial
term of three (3) years with an option to renew, upon mutual consent in writing, for two (2) additional
one (1) year terms.
V. PRE-PROPOSAL QUESTIONS
All questions must be submitted in writing via e-mail, no later than 4:30 pm March 26, 2024, to
csamol@cityofpeekskill.com. The City will post answers to the questions on the City’s web site no later
than 4:30 pm, April 2, 2024.

Information in each submittal shall be considered public information by the City of Peekskill. Any
information considered to be trade secrets, privileged or confidential should not be revealed in the
proposals. Contents of the proposals could be made public after the contract has been awarded and
executed.
Any cost incurred by the respondents in preparing or submitting a proposal or interviewing for this
project shall be the respondents’ sole responsibility.
