The University of New Mexico (UNM) is soliciting offers from architectural / engineering firms to furnish,
provide and perform the Professional Design services as described and identified within this Request For
Proposal (“RFP”) invitation. Please read carefully all instructions, specifications, terms and conditions. Failure
to comply with the instructions, specifications, terms and conditions of this request may result in your proposal
being declared nonresponsive.
Note, the purchase of materials and/or services awarded under this Request will be subject to the Terms and
Conditions as well as all statements contained in this Request for Proposal. New Mexico criminal law prohibits
bribes, gratuities and kickbacks (13-1-28 through 13-1-199, NMSA 1978).
SCOPE OF WORK
The University of New Mexico (UNM or the University) will be accepting Architectural / Engineering
Professional Design Services and qualification statements from licensed and experienced Architectural /
Engineering firms interested in providing Architectural / Engineering Design Services for the construction of a
new College of Nursing / College of Population Health building. Respondents are encouraged to submit
proposals that they feel deliver the best value for this project.
Submittals shall be in accordance with "Evaluation and Information for Qualifications and Selection Criteria"
document located under Buyer Attachments. The Selection Committee will review each respondent’s Statement
of Qualifications received in response to this RFP to determine compliance with the minimum qualifications.
The second step, utilizing the criteria set forth in "Evaluation and Information for Qualifications and Selection
Criteria," the Selection Committee will evaluate provided proposals and the Statements of Qualifications from
the Respondents and identify the most qualified Respondents for the project.
At that time, the Selection Committee will evaluate the RFP submittals and conduct interviews with the three
highest ranked Respondents.
After conducting interviews and after considering the factors listed in "Evaluation and Information for
Qualifications and Selection Criteria," the Selection Committee shall rank the Respondents and recommend one
firm for selection that it feels would be most beneficial to UNM.
All building service support spaces for information technology (IT) and mechanical, electrical, and plumbing
systems (MEP) will be provided per UNM Standards and Guidelines. The building must be designed and
constructed to meet or exceed LEED Silver certification
The UNM Health Sciences Center strives for excellence in health sciences education and plans to construct a
new 84,500 gross square foot building which will be located at the UNM Health Sciences Albuquerque campus.
This project will provide new instruction, student support spaces with departmental offices, research spaces to
support graduate as well as undergraduate education, and building support space for the growing health
education departments. In order to grow, the construction of a new core facility is necessary.
A local firm was hired for the initial programming and planning of this project. Included in their services was an
academic facility needs analysis for the proposed new College of Nursing / College of Population Health
This academic Facility Needs Analysis was completed. The analysis provides a review of the space
requirements related to the various missions of the colleges: education, research, clinical and community
service. The concept is to provide the scale of building that is needed so that the appropriate capital project
request can be made.
The College of Nursing currently has approximately 30,000 NASF in two buildings, and the College of
Population Health has about 3,500 NASF in three buildings. Combined the colleges need about 59,166 NASF to
support the growing enrollments and research activities. The proposed new building will have approximately

The Total Project Budget, including all hard and soft costs, is $33,000,000. The Guaranteed Maximum Price
(GMP) for this Project is currently budgeted at $24,750,000 which includes NMGRT, contingency and

Non-Mandatory Pre-Proposal Conference
Pre-proposal conference – A non-mandatory pre-proposal conference and site visit will be held on September
2, starting at 11:00 AM MDT, the Presentation will be conducted via Zoom Invite as detailed below, a guided
site tour will not be conducted: however, you are welcome to view the proposed site at your convenience. The
conference will provide proposers an opportunity to discuss the project and RFP requirements with UNM HSC.

question/item for discussion and the presentation team will call upon you directly. Potential proposers are
encouraged to submit written questions in advance of the conference. The identity of the organization
submitting the question(s) will not be revealed. Additional written and oral questions may be submitted at the
