AS-NEEDED ENVIRONMENTAL CONSULTING SERVICES

The Otay Water District (District) will require the services of an environmental consulting

firm(s) to provide professional environmental services in support of the District’s Capital

Improvement Program (CIP) and Operations & Maintenance Projects for a period of three fiscal

years (FY 2025 – FY 2027) on an as-needed basis, for a not-to-exceed amount of $900,000. The

consultant shall prepare environmental studies, perform biological and cultural resources

surveys, prepare CEQA and/or NEPA documents and perform a variety of other environmental

tasks as required by the District.

Consultants must be registered with the Department of Industrial Relations pursuant to Labor

Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under

Labor Code section 1771.1(a)]. If a consultant submits a proposal but is not registered with the

Department of Industrial Relations, their proposal will be considered unresponsive.

Interested candidates are required to e-mail a Letter of Interest (LOI) and a Statement of

Qualifications (SOQ) to Juliana Luengas, Project Manager, at jluengas@otaywater.gov. If a

firm has submitted a SOQ to the District within the last two (2) calendar years, and the

qualifications remain current and accurate, then only a LOI is required.

Deadline to submit a LOI and SOQ will be at 4:00 PM, Wednesday, January 3rd, 2024. The

Request for Proposal (RFP) will be e-mailed to qualified firms on Thursday, January 4th, 2024.

All questions regarding the consulting services should be referred to the Project Manager,

Juliana Luengas, Environmental Compliance Specialist, at jluengas@otaywater.gov prior to

issuance of the RFP.
