RFQ #23-13 - EMS System Consultant

The County of San Joaquin is soliciting Request for QUALIFICATIONS (RFQ) for its Emergency Medical Services (EMS) Department. The Requirements and Scope of Work for this RFP relates to EMS System Consultant services to assist the San Joaquin County EMS Agency with project management of a comprehensive EMS System assessment and the subsequent preparation and development of a Competitive Bid process for awarding an exclusive contract for emergency ambulance response and transport services to include, at a minimum, each of the following elements: Phase 1 (September 2023-February 2023) Work in this phase will include facilitating and executing a comprehensive assessment of the current EMS system, including a process for in-person stakeholder input. Phase 2 (March 2024-September 2024) Work in this phase will include the development and management of a competitive process for exclusive ALS emergency and non-emergency ambulance services within the current EOA structure or other multiple EOA models. Phase 3 (October 2024-May 2025) Assist in the establishment of an agreement with the selected vendor, including contract negotiations consistent with the vendors RFP response.
