RFQualifications FSBs # 1648-02 Interior Renovations at All Floors 52 and 56 Chauncy Street

The Boston Housing Authority (BHA), Commonwealth of Massachusetts, invites qualified and experienced Filed Sub-Bidder (FSB) firms to submit a Statement of Qualifications (SOQ) to the BHA no later than 2:00 PM on March 27, 2024. SOQ shall be submitted via electronic transmission ONLY to the following site bids@bostonhousing.org .

BHA is prequalifying the following FSB trades for this project (with estimated costs as indicated):
Roofing and Flashing ($40,000),
Glass and Glazing ($47,000),
Acoustical Ceiling Tile ($167,934),
Resilient Flooring ($141,537),
Painting ($120,523),
Fire Protection ($349,840),
Plumbing ($90,495),
HVAC ($2,972,715), and
Electrical ($1,137,075).

This Request for Qualifications (RFQ) is the first part of a two-step RFP process as provided in M.G.L. c. 149, §44D¾. Based on the SOQs received in this Phase I, BHA will select respondents it deems to be prequalified in accordance with the criteria set forth in the RFQ. In Phase II, the prequalified respondents will be invited to submit filed sub-bids in response to an RFP which BHA anticipates to be issued in June 2024.

Only Filed Sub-Bid firms prequalified for this project in Phase I will be permitted to submit bids in Phase II.

The project delivery method for construction will be design-bid-build. The site of the Project is located at 52 & 56 Chauncy Street, Boston, MA 02111. Upgrade of full building HVAC and Fire Alarm systems. Renovation of first floor public areas and full floor renovations of floors 2, 3, 4 and 5 with HVAC and Fire Alarm along with selective work as necessary for floors 6, 7, 8, 9, 10 and 11 at 52-56 Chauncy Street. The project will be phased and the building will be occupied during construction. BHA anticipates the notice to proceed (NTP) for Construction will be issued in September 2024 and construction will be completed within 365 calendar days from the date of the NTP.

At the time a FSB firm submits its SOQ, it must have a DCAMM Certification in the Trade Contractor Category for which it is seeking to be prequalified and submit a copy of its Certificate of Eligibility and Update Statement with its SOQ. This required SOQ is different from DCAMM Certification, all FSB firms must be prequalified for this project, even if the filed sub-bid firm is already DCAMM Certified in the trade category for which it is applying.

The successful respondent must be able to obtain bonding for the estimated construction cost for the sub-trade work. Women and Minority Business participation and minority work force goals will apply to this project.
