Project Description

A Job Order Contract (“JOC”) is an indefinite quantity contract pursuant to which the San Francisco Public Utilities Commission may accomplish a series of projects with a single, competitively bid contract awarded before the projects are identified. Contractors bid an adjustment factor to pre-set unit prices. Work is accomplished by issuing Task Orders to the successful contractor during the two-year term of the contract. The work is to be performed in San Francisco, San Mateo, Santa Clara, and Alameda Counties. The Maximum Contract Amount is $2,000,000.00. The contract will be awarded to the responsible Bidder submitting the lowest responsive bid.

Only San Francisco Contract Monitoring Division (CMD) certified San Francisco Micro-LBE contractors are eligible to bid on this Contract in accordance with San Francisco Administrative Code Chapter 14B. Contract will be awarded only to San Francisco Micro-LBEs. Certified Micro-LBE prime Bidders must perform at least 25% of the entire contract work. Bid discount and Subcontracting Participation Requirements are not applicable to this contract. Subcontracting opportunities may include, but not limited, to the following major types of work: Concrete; Construction Traffic Control Services; General Engineering Construction; Hazardous Materials; Hazardous Waste and Remediation Services; Landscape, Plumbing, Tree Service, and Trucking and Hauling.

SFPUC encourages Bidders to complete the Safety Prequalification Web Form at https://sfpuc.org/construction-contracts/contract-opportunities-payments/prequalify-construction at least 3-weeks prior to the date of Bid opening in accordance with Section 00 21 13 – Instructions to Bidders. Bidders are required to pass the Safety Prequalification prior to SFPUC considering their bid submission complete. SFPUC will notify Bidders that have passed the Safety Prequalification prior to or on the date of Bid opening. Refer to Section 00 21 13 – Instructions to Bidders, “Bidder Qualifications” and the website listed above for additional information.

A Class “C-27” California Contractors License is required to bid. In addition to a C-27 License, the prime bidder must have successfully completed work on five projects, which can include any of the following: green infrastructure projects, landscape construction projects, landscape maintenance projects, and/or ecological restoration projects involving landscape construction or maintenance within the past five years, each project with a minimum contract value of $50,000. Furthermore, each listed subcontractor must possess appropriate active licenses for the work the subcontractor will be performing.
