Notice of Intent to Certify Sole Source

The University of Mississippi (UM) anticipates purchasing the item(s) listed below as a sole source
purchase. Anyone objecting to this purchase as a sole source shall follow the procedures outlined
below.

The need to be fulfilled by this item(s) and why it is the only one that can meet the
specific needs of the department:
AMTI is the sole manufacturer and vendor of OPTIMA platform systems and OPTIMA amplifiers in
the US, with specifications listed below. BMS6001200 Force Platform The Optima BMS series
provides levels of accuracy never before seen in force platform systems: • Average Center of
Pressure (COP) accuracy of just a fraction of a millimeter (typically less than 0.5) • Crosstalk values
typically ±0.2% of applied load • Measurement accuracy typically ±0.5% of applied load*
Additionally, AMTI is the primary integration with our existing Noraxon IMU and IMU system for
the capture of rotational motions.

Website: www.amti.biz. For almost two decades, we have utilized AMTI plates for gathering data
due to their seamless integration with our current systems. All AMTI USB products, including our
Optima multi-axis force platform systems, feature a patented smart chip technology (US Patents No.
9255859 B2 and 9885623 B2).
Why the amount to be expended for the commodity is reasonable:
The amount of the forceplate system is discounted and very reasonable price for the 2 plates and
platform considering it directly integrates real time with our current Noraxon and Betec systems
without outside software integration.
Efforts that the agency went through to obtain the best possible price for the commodity:
AMTI is the best and also the only one that fully integrates with our existing system without having
to purchase additional software or hardware development. We held negations with the vendor and
they have given a 15% discount off the market price.

Interested parties who have reason to believe that the item(s) above should not be certified as a
sole source should provide information in the following format for UM to use in determining
whether or not to proceed with awarding the Sole Source purchase.

related to this Sole Source Certification Request.
1.3 Comments will be accepted any time prior to Tuesday, April 30,

THE DELIVERY OF RESPONSES. It is solely the responsibility of the
Interested Parties that responses reach UM on time. Interested Parties may
contact Frank Kemp or Jeff Wells to verify the receipt of their Responses.
Responses received after the deadline will be rejected.
If after a review of the submitted notice and documents, UM determines that the
commodity in the proposed sole source request can be provided by another person or entity,
then UM will withdraw the sole source certification and submit the procurement of the
commodity to an advertised competitive bid or selection process.
If UM determines after review that there is only one (1) source for the required
commodity, then UM will appeal to the Public Procurement Review Board for
approval to purchase.
