This is a Request for Qualifications (RFQ) to provide Engineering Services for potential projects for any of the following: construction of water and sewer infrastructure, transportation infrastructure, drainage infrastructure and other infrastructure projects located in City of Camden, Arkansas. The projects will potentially be funded with federal funds from the Delta Regional Authority, Department of Transportation, ARDOT, and/or the Community Development Block Grant (CDBG), which are funds from HUD. Successful firms will be required to have an active SAM.gov registration.
You are invited to submit a Request for Qualifications to be received no later than Monday, April 22nd, 2024 at noon., to Blake Harrell, SWAPDD Inc., P.O. Box 767, 101 Harvey Couch Boulevard., Magnolia, AR 71754-0767. One physical copy and a digital copy (USB drive) must also be submitted with the submission. Requests for RFQ Packets may be requested by email to: blake.harrell@arkansas.gov (email preferred) or by calling 870.235.7516 and leaving a detailed message.
A selection committee appointed by the County will conduct an evaluation of all proposals submitted in response to the RFQ. Request for Qualifications (RFQ) Package lists the requirements of the RFQ Package to be submitted to requesting parties.
Instructions for Responding to the RFQ lists the evaluation criteria and instructions for responding to the RFQ. All responses not fully addressing each criterion will be considered non-responsive offers and will be eliminated from consideration as potential contractors. The RFQ Evaluation Package includes the Criteria for Procurement rating sheet as well as the Rating Guidelines, Rating Sheets, and the Procurement Summary Sheets and instructions needed to evaluate qualifications.
The proposal receiving the highest total points in the proposal evaluation process will be offered the contract. The County will notify all unsuccessful offerors of the contract award once contract negotiations have been completed. The contract awarded will be a lump sum contract. Engineer service contracts related to this project are subject to Federal restrictions and approval.
