Sealed Bids for the construction of the 2022 Water Line Improvements project will be received by the City of Hot Springs at the office of the City of Hot Springs Purchasing Office located at 324 Malvern Avenue, 2nd Floor, Hot Springs, Arkansas 71901, until 2:00 p.m. local time on October 24, 2022, at which time the Bids received will be publicly opened and read. Bids received after this time will not be accepted. The Project consists of constructing 500 feet of 12-inch, 5000 feet of 8-inch, and 200 feet of 6-inch water lines.
Bids will be received for a single prime Contract. Bids shall be on a unit price basis.
The Issuing Office for the Bidding Documents is Arkansas Blueprint Company, 10110 W. Markham Street, Little Rock, Arkansas 72205, (501) 312-0050. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays during normal business hours, and may obtain copies of the Bidding Documents from the Issuing Office as described below.
Bidding Documents also may be examined at the office of the Engineer, Hanson & McLaughlin, LLC, 320 Executive Court, Suite 202, Little Rock, Arkansas 72205, on Mondays through Fridays during normal business hours.
Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon the non-refundable payment of $150.00 for each set. Checks for Bidding Documents shall be payable to Hanson & McLaughlin, LLC. Upon request and receipt of the document payment indicated above plus a non-refundable shipping charge, the Issuing Office will transmit the Bidding Documents via delivery service. The shipping charge amount will depend on the shipping method selected by the Issuing Office. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
Each Bid must be submitted on the prescribed form and accompanied by a certified check or bid bond executed on the prescribed form, payable to the City of Hot Springs in an amount not less than 5 percent of the amount bid. All contracts exceeding $20,000 must have a Payment/Performance Bond.
A pre-bid conference will be held at 10:00 a.m. local time on October 18, 2022 at the Purchasing Office Conference Room, 324 Malvern Avenue, 2nd Floor, Hot Springs, Arkansas. Attendance at the pre-bid conference is mandatory.
Bidders shall hold such Contractors’ (Municipal and Utility MU Classification) and Business Licenses as required by State statutes and the Arkansas Contractors Licensing Board.
The Owner reserves the right to waive irregularities and to reject bids and to postpone the award of the Contract for a period of time which shall not exceed beyond 60 days from the bid opening date.
The Owner encourages the participation of Disadvantaged, Minority and/or Women owned enterprises in its procurement process.
The contracting party shall not discriminate on the basis of race, sex, color, national origin, gender, sexual orientation, gender identity, or disability.
This publication was paid for by the City of Hot Springs Utilities Department. The cost of the publication was $524.38.
