Sealed bids will be accepted by the City of Cotter-Mayor’s Office, 115 McLean Ave, Cotter, AR until 2:00 p.m., November 10, 2022, and then at said location publicly opened and read aloud.
The scope of work consists of construction of the Big Springs Concrete Sidewalk Trails at Cotter City Park and includes: ARDOT grant requirements, Bid and Contract Forms, Plans, Specifications, and other contract documents that may be obtained at the following locations:

The owner reserves the right to waive any informalities or to reject any or all bids. Bidders may not withdraw their bids within 30 days after the date of bid opening. All bidding processes shall be in accordance with State law and Federal Law.
At Contractors expense may purchase hard copies of plans and specifications at Good Impression Printing at 870-424-5070 OR may obtain PDFs of the drawings and specifications online via email from City of Cotter by sending request to cottermayor@infodash.com or Risley Architects by calling 479-452-2636 requesting same. Plans may also be examined at the mayor’s office in Cotter. Sub-contractors shall obtain Drawings and Specifications from the Contractors. The Owner reserves the right to accept or reject any and/or all bids. A Performance and Payment Bond in the amount of 100% of the contract price may be required of the contractor awarded the bid. No substitute will be acceptable in lieu of the Performance and Payment Bond if same is required. All Bidders must conform to the requirements of the Arkansas State Licensing Law for General Contractors. The Owner encourages all small, minority and women’s business enterprises to submit bids. “The City of Cotter hereby notifies all bidders that this contract is subject to applicable labor laws, non-discrimination provisions, wage rate laws and other federal laws including the Fair Labor Standards Act of 1938. The work Hours Art of 1962 and Title VI of the Civil Rights Act of 1964 also apply.” “Buy America“ provisions apply to this project. Registration and good standing in the System for Award Management (SAM) will be required prior to contract execution.
