Description: REQUEST FOR PROPOSALS RFP No. PW-S35109-03M The Nassau County Department of Public Works has issued a Request for Proposals (RFP) for construction management and inspection services in connection with the following: RE: Construction Management, Monitoring and Reporting Services for Long Beach WPCP Consolidation And Hempstead Bay Hassocks Restoration The Department of Public Works is requesting proposals from qualified firms to provide construction management services as well as monitoring and reporting services. These services may include but not be limited to resident engineering, office engineering, inspection, CPM scheduling services, cost estimating and monitoring and reporting of environmental restoration and mitigation projects. The Construction Manager’s duties are defined in the “Scope of Services” section of the RFP. Proposal submissions regarding this project are due on or before Friday, May 10, 2024, no later than 3:00 pm EDT at the location specified within the RFP. No late proposals will be accepted. Proposals should only be submitted after careful examination of the complete RFP and its requirements. The selected firm will be required to provide proof of general and professional liability insurance in the minimum amount of $1,000,000 per occurrence. Vendors doing business with Nassau County, including those responding to this solicitation, must register with the County. The Nassau County Bid Solicitation Boards are open to all registered vendors. Vendors that have not registered are able to view open solicitation opportunities, but they are not able to download solicitation documents or submit bids or proposals. To complete the registration process, please click on the New Vendor registration link: https://apex5.nassaucountyny.gov/ords/f?p=CEVM:VREG The proposer shall be required to comply with a good faith effort M/WBE goal and good faith effort minimum of 6% SDVOB goal for this project and with the requirements of Local Laws No. 14-2002, “Participation by Minority Group Members and Women in Nassau County Contracts,” and 2-2016, “Participation of Service-Disabled Veterans in County Contracts.” All Proposers should review the provisions of Appendix EE (included as an attachment to the RFP) which outlines the requirements of Local law No. 14-2002. Technical proposals shall include information regarding the Proposers plan to comply with Local Law No. 14-2002 and Local Law 2-2016. MWBE UTILIZATION PLAN – In accordance with Title 53, Nassau County Local Law No. 14-2002, all Vendors shall submit a MWBE Utilization Plan with their Proposal. All phases of this project (engineering services and construction) are eligible for financing through the New York State Environmental Facilities Corporation (NYSEFC). Proposers should carefully review the “NY State Revolving Fund Bid Packet for Non-Construction Contracts and Service Providers” which is included as part of the RFP. This project is made possible by a grant from the Housing Trust Fund Corporation (HTFC) (operating through the Office of Resilient Homes and Communities (RHC)), which is funded through Community Development Block Grant – Disaster Recovery (CDBG-DR from the U.S. Department of Housing and Urban Development (HUD)). Accordingly, the attention of bidders is called particularly to the requirements for conditions of employment to be observed under the Contract. This Federal Aid project requires 30% Minority/ Women – owned Business Enterprises (MWBE) per Exhibit E of this procurement. This project also received funding from the National Fish and Wildlife Foundation with requirements noted in the RFP.
