Please note that this a pre-advertisement. Sealed bids for the following contract will be received by The Port Authority of New York and New Jersey as indicated in the future advertisement. The contract documents will be available in the near future. The Authority shall accept only those bids in electronic format for which the submission or modification is completed at the time of the Bid Due Date. Bid submissions will be accepted by upload only, at https://panynj.bonfirehub.com/portal/?tab=login and must be uploaded and received by the Authority by 2:30 PM EST on the date indicated in order to be considered.

In order to submit a bid on this project, prospective bidders must be prequalified under the B List for Request for Qualification Statements (“RFQS”) 59109 entitled Master Agreements for General Construction Services on A Work Order Basis – John F. Kennedy (JFK) Redevelopment Program, which can be found at https://www.panynj.gov/port-authority/en/business-opportunities/solicitations-advertisements/Construction.html .

Once qualified, prospective bidders may obtain contract documents by downloading the documents directly from the Bonfire platform by logging in to Bonfire after completing a one-time new vendor registration. The contract documents will be made available electronically on Bonfire to all qualified B List firms at no cost as soon as they become available.

Bidders MUST also meet the Information Security Handbook Requirements in order to receive a link from the Authority to download Bid documents containing protected information and associated information regarding the below referenced solicitation.

Bidders are advised that only firms that can satisfactorily demonstrate that they meet Information Security Handbook Requirements can view and/or obtain the Contract Documents. The requirements and instructions for submitting documentation that the requirements have been met are available on-line at https://www.panynj.gov/port-authority/en/business-opportunities/information-security-handbook-requirements.html . Interested bidders should complete the Information Security Requirements submission as soon as possible, as the process may take several weeks. Failure to meet the information security requirements to view/obtain the Contract documents may result in your firm's Bid, if submitted, being found not eligible for acceptance by the Authority.

Contract JFK-174.510 – South Hardstand Area. Estimate Range: $150M - $200M. Construction of a new multi-function deicing, and hardstand parking area adjacent to South Service Road, southeast of General Aviation Lane at JFK International Airport, Queens, New York. The work under this Contract consists generally of asphalt and concrete pavement, perimeter AOA fencing with a perimeter intrusion detection system, jet blast fencing, glycol separation diversion and recovery systems, water quality treatment structures, drainage collection systems, glycol recovery tanks, electrical distribution equipment, building foundations, pre-fabricated office building, taxiway sign structures, utilities installation and removal, in-ground lighting, high-mast lighting, CCTV, removal of paint containing lead, asbestos containing materials, aboveground and underground storage tanks and related work.

The project specific Disadvantaged Business Enterprise (DBE) goal is being developed for this project.

A Bid submitted by a bidder who is not qualified under the B List for RFQS 59109- RFQS-Master Agreements for General Construction Services on A Work Order Basis will be considered non-responsive, and the bidder's Bid will not be eligible for acceptance by the Authority.

The Port Authority of New York and New Jersey (Port Authority), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, businesses will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age or disability in consideration for an award.

Additionally, all bidders (including proposers, and respondents, as applicable) are notified that the Port Authority will ensure that, with respect to any contract/agreement entered into pursuant to this advertisement, disadvantaged business enterprises, minority business enterprises and woman-owned business enterprises, as applicable, will be afforded full and fair opportunity to submit bids, proposals and responses, as applicable, in response to this invitation, and no businesses will be discriminated against on the grounds of race, color, national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age or disability in consideration for an award.
