Video Production, Editing

SUNY UPSTATE MEDICAL UNIVERSITY (“UPSTATE”) intends to make an award under our discretionary authority, pursuant to NYS Education Law §355(5)(a), which is up to $125,000, for a video production company to be on call one full week per month. The vendor must be willing and able to shoot on site in and around Syracuse on at least two days per month, sometimes consecutive days and sometimes not (locations and talent call will be set up by Upstate staff), and available during the non-shooting days for editing and other pre- and post- production activities as assigned. A sealed bid will not be held. If you are interested in providing a proposal for the above service, you must contact the appropriately designated Campus contact in this advertisement within fifteen (15) business days of this Advertised Notice.

The number of projects completed in that time frame is somewhat open-ended, as it is built around two full days of filming and two full days of editing, with the additional day being flexible for either need. The number of videos produced will be determined by: institutional needs; the footage and interviews captured; and the amount of post-production work needed. For example, the final set of videos per month could be 4-6 high-quality, highly produced :30-second TV spots, or 12-14 web/social media videos that involve less editing/post-production per video, or a combination somewhere in between.

Requirements:

• Have a full lighting package and high-end video capability
• Keep and log footage, and share as needed
• Have studio space locally (or be able to procure such space) to shoot in as needed
• Be able to create video graphics as needed
• Have excellent editing capabilities and be able to select the best material
• Minimum of five years’ experience and varied reel
• Must carry own liability insurance
• All footage will become the property of SUNY Upstate and will not be used for other projects or purposes of the video production company, unless specifically granted permission to do so.
• Must be able to do business in New York State.

This procurement is subject to NYS Finance Law (“SFL”) §§139j&k, also known as the Lobbying Law, therefore, vendors are cautioned that the only permissible contact for this procurement is the individual(s) listed below. Contacting any other individuals at Upstate in connection with this advertisement may constitute a violation of SFL. Failure to comply with this requirement can range from no contract award to debarment from sales to any NYS agency. Vendors responding to this advertisement shall be required to complete and submit applicable documents related to Vendor Responsibility, NYS SFL §§139 j&k and NYS Tax Law Section 5-a.
